| Governor Signs Evans Bill Allowing More Wine Industry Support To Non-Profits | ||

(SACRAMENTO, CA) The Governor signed Assembly Bill (AB) 323 authored by Assemblymember Noreen Evans (D-Santa Rosa), Chair of the Assembly Democratic Caucus and Chair of the Assembly Select Committee on Wine, to allow more vintners to donate and pour their wines at non-profit fundraisers. “Seeing this bill become law has really been a labor of love,” said Evans. “Wine is part of California’s culture. Wine brings people together. Now, it can bring more people together in support of good causes across our state.” AB 323 enables the increasing number of vintners operating under the license combination “17” (beer and wine wholesaler) and “20” (off-sale beer and wine retailer) issued by the Department of Alcoholic Beverage Control (ABC) to donate and pour their wines alongside wineries at charitable fundraisers. The bill took effect immediately upon the Governor’s signature. “All vintners are now free to donate and pour their wares for a good cause,” added Evans. “This new freedom will unleash a new wave of generosity across our state. Government should not place obstacles between charities and those who support them.” Prior to Evans bill, only wineries with a “02” license from ABC could donate and pour their wines at non-profit fundraising events. 17/20 vintners could donate their wines in some instances but couldn’t pour them under any circumstances. “Many people were confused and some vintners got in trouble for violating the law,” added Evans. “Instead of a thank you, they got their licenses suspended. That isn’t right. No one should be penalized for donating to charity. Fortunately, that will never happen again.” In 2006, California’s wine industry made over $115 million in charitable contributions. According to ABC, there are approximately 1,400 vintners operating under the 17/20 license combination. AB 323 never received a vote in opposition during its passage through the legislature. It is supported by the CA Association of Non-Profits, the CA Association of Winegrape Growers, Family Winemakers of CA, Napa Valley Vintners, and the Wine Institute.
