| BACKGROUND: |
Nineteen-year-old Angie Padilla was struck and killed by a hit-and-run driver on Clairemont Mesa Boulevard. The man responsible had a history of serious driving offenses, including multiple DUIs and a prior hit-and-run. Despite this history, prosecutors were limited to a maximum jail sentence of 4 years and 8 months. This bill would give prosecutors the option of pursuing these cases as felonies and impose greater fines and longer jail sentences for habitual serious traffic offenders involved in hit-and-run accidents that result in serious injury or death. |
