Assembly Member Carter's First Bill to Become Law
Assembly Member Wilmer Carter is pleased to announce that her very first bill was signed into law by Governor Schwarzenegger! On
October 10, 2007
the Governor signed AB 1229 (Carter), a law enforcement bill to empower rank and file law enforcement officers.
AB 1229 (Carter) enlarges the Peace Officers Standards and Training Commission to include union rank and file peace officers so that they can have a voice in determining law enforcement training criteria. Assembly Member Carter believes that those who are on the ground are the ones who should have a strong hand in determining how officers are trained and selected.

Assembly Member Carter's Education Bill Becomes Law
California
has one of the leading public higher institution systems in the nation. However, too many of our students are not continuing on to earn a four-year degree.
Assembly Member Carter introduced AB 428 to require school districts offering grades nine through 12 to provide students and parents with written notification and an explanation of the A-G curriculum requirements for admission to the
California
State
University
and the
University
of
California
school systems. This bill also requires that students be presented with options and choices for Career Technical Education courses.

Have you ever thought, “It ought to be a law?” Here’s your chance to make it actually happen!
If you live in the 62nd Assembly District, you can participate in Assembly Member Carter’s “It Ought to be a Law” contest. Whoever comes up with the best idea for a new law will win the contest.
The prize: a paid trip to Sacramento to have lunch with Assembly Member Carter. She will also introduce the winning idea. All ideas are welcome and become property of the 62nd Assembly District.

Similar to the “It ought to be a Law” contest for general residents, Assembly Member Carter initiated a separate contest just for high school students called “Listen up, Sacramento! I have an Idea.”
This is an opportunity for the 62nd Assembly District’s future leaders to be engaged in the legislative process. Every public and private high school in the 62nd Assembly District has received applications. The postmark deadline for this contest is November 5, 2007. The winner will be chosen in December, 2007

Families who have fled the San Bernardino mountain communities to the evacuation center at the National Orange Show Events Center received over 1,500 children pajamas thanks to Assembly Member Carter working with the nonprofit organization The Pajama Program.
The Pajama Program has been generous in responding to her requests for help for the families that were evacuated during the fire in the San Bernardino Mountains. The program works with various agencies across the country to provide books and bedtime clothing for children waiting to be placed in or returned to permanent homes. Assembly Member Carter met with officials and families at the center to offer further assistance. She also toured the Orange Show Fairgrounds with Governor Arnold Schwarzenegger.

During the interim legislative recess Assembly Member Carter decided to update all of the 62nd Assembly District constituents on her first year in Sacramento. As she was busy with transportation, education, perchlorate, health care and other issues, she constantly defended the needs of the communities and got things done for the district.
She will speak at city council and municipal advisory council meetings.

The Assembly Select Committee on Inland Empire Transportation Issues, a committee on which Assembly Member Carter is chair, held a hearing on October 31 to identify priority transportation projects that will be eligible for $2 billion in bond funding by the end of this year at the County Government Center.
It focused on establishing regional priorities for funding from the Trade Corridors Improvement Fund, which is part of Proposition 1B the transportation bond passed by voters in November 2006. This hearing featured presentations from San Bernardino County Supervisors Gary Ovitt, Brad Mitzelfelt and Dennis Hansberger, Fontana Mayor Mark Nuaimi, Ontario Mayor Paul Leon, Victorville City Councilman Mike Rothschild, San Bernardino Associated Governments, and the Riverside County Transportation Commission.

During her first year in office, Assembly Member Carter had a vast array of talent work in her office as interns. Every intern brought something special to the table, as he or she came from different backgrounds and walks of life. Seyron Foo
Seyron Foo graduated as valedictorian from Dwight D. Eisenhower High School in Rialto, CA and is currently an undergraduate at the University of California, Berkeley with a double major in political science and rhetoric

Christina Leal
Christina Leal is currently a student at Garey High School in Pomona. Through the Harvey Mudd College Upward Bound program, she worked in Assembly Member Carter’s Sacramento office as a high school intern. She is interested in the field of psychology and hopes to pursue a career as a psychologist.

Rahsaan Anderson
Rahsaan Anderson received a B.A. in political science with a minor in English at the University of California, Davis. He participated in the California Legislative Black Caucus Foundation’s internship program. He is now a 2007-2008 California State Senate fellow.

Pola Simone Crawford
Pola Simone Crawford is an undergraduate student at California State University, Sacramento and will receive a B.A. in government in June 2008. She was offered a semester internship through the Government Department at Sacramento State University.

Lauren Immel
Lauren Immel graduated cum laude from the University of San Francisco with a B.A. in history and a double minor in legal studies and business. She was selected as an intern through the USF in Sacramento Public Policy Program. After leaving her internship, she began working as an outreach coordinator for the San Francisco Trial Lawyers Association.

Vivian Nguyen
Vivian Nguyen is an undergraduate at the University of California, Davis and will earn a B.A. in international relations and psychology in December. After studying abroad in Argentina, she was referred for the internship through the UC Davis Internship and Career Center. In January 2008, she will participate in an internship program at the University of California, Washington Center in Washington, D.C.

Stephen Patterson
Stephen Patterson received his B.A. in government at Sacramento State University. He was chosen as a semester intern in the office through the Government Department at Sacramento State University. After finishing his internship, he resumed his studies, pursuing a M.A. in government.

Lindsey Kasnick
Lindsey Kasnick received a B.A. in history and communications from the University of California, Davis. She is a graduate of Dwight D. Eisenhower High School in Rialto, CA. Upon completing her internship, Assembly Member Carter hired her to serve as a Special Projects Coordinator for her Sacramento and district offices.
