Nine bills by Senator Nell Soto (D -- Pomona) were signed into law in 2005. Following is a list of the measures along with brief descriptions:

SB 8: Political Reform -- Prohibiting a local elected official from lobbying the local government agency of which that official was a member for a period of one year after leaving office;

SB 141: RCFE Pre-Admission Fees -- Requiring residential care facilities for the elderly (RCFEs) to refund all or a portion of pre-admission fees paid by persons who do not enter a facility or reside for a short period;

SB 376: Three Valley Municipal Water District -- Authorizing the Three Valleys Municipal Water District to adopt an assessment including a schedule of annual adjustments and to make those adjustments in the same manner as allowed for taxes, fees, and charges that are not considered increases under Proposition 218;

SB 477: Disaster Rebuilding Program -- Authorizing the Governor's Office of Emergency Services to establish a process that would be made available to assist a community in recovering from a state-declared disaster;

SB 488: Illegal Contractors -- Enhancing penalties for third and subsequent convictions for contracting without a license and making it a misdemeanor for the qualifying person of a contractor’s license to violate workers compensation insurance requirements;

SB 513: National Guard Benefits and Protection -- Deferring principal and interest for six months without penalty on the financial obligations of a member of the California National Guard after the death of the member, to the extent permitted by the laws of the United States and the Constitution of California;

SB 584: Security Trespass -- Expanding existing misdemeanor trespass laws to specifically prohibit intentionally avoiding the screening and inspection procedures applicable to courthouses and county buildings;

SB 1054: Charter Schools Seismic Safety -- Requiring charter schools to meet building standards under the California Building Code (Part 2 (commencing with Section 101) of Title 24 of the California Code of Regulations) as adopted and enforced by the local building enforcement agency with jurisdiction over the areas in which the charter schools are located;

SB 1069: Redevelopment Bonds -- Allowing redevelopment agencies to refinance bond debt if the terms of the refinance are less (i.e., to the benefit of the agency) than the existing bond
