State Assembly Approves AB 424 to Educate Public on Appropriate Use of 9-1-1 System

High volume of non-emergency calls to 9-1-1 places public safety at risk

December 9, 2009 - As Holiday Season celebrations begin, Assemblymember Torres welcomes Pomona’s own Wyatt Iles to the State Capitol.  Wyatt was selected to light the 2009 California State Capitol Christmas Tree. The 8-year-old Pantera Elementary School student was chosen from the more than 245,000 children and adults served by the Department of Developmental Services.

Dear Friend,

Today marks the one year anniversary since you elected me to represent you in the California State Assembly.  I have worked hard to serve you, our neighbors and friends in Chino, Montclair, Ontario and Pomona.

Throughout the year, I have met with members of the community to find solutions to some of the problems in our region.  During the last 12 months, I have held four listening tours (Capitol in Your Corner) where I brought the Capitol closer to you, in all four cities; I have held several open houses to communicate with constituents and listen to your concerns; and I have distributed educational coloring books and Red Ribbon Week materials to children in my district to increase public safety awareness.  As a result of this outreach, I organized workshops for you on issues of home foreclosures and fraud; mobile home code enforcement, regulations and mobile home park residency laws; air quality and pollution issues in the Inland Empire; and a gang intervention hearing to update law enforcement officials and community leaders about the use of technology by gang members to recruit and promote their activities.

As part of my outreach efforts to stay connected with you and keep you informed, I participated in legislative roundtable discussions hosted by local organizations and community groups; met with city managers to hear their concerns; and recognized community and small business leaders, including the outstanding basketball team at Cal Poly Pomona.

By engaging with you at legislative roundtables I convened, I was able to gather local ideas for legislative proposals to make our community safer and our children less vulnerable.  The following bills focused on law enforcement, public safety, children and families were signed into law:

  • Prior to hiring staff and receiving my official office location, I submitted AB 22, which increases fines for computer hackers;
  • AB 576, which facilitates local government efforts to recover the cost of graffiti removal;
  • AB 488 and AB 770, which increase funding flexibility for foster children’s care and education; and
  • AB 912, which improves the 9-1-1 service.

Still moving through the legislative process is AB 422, which would create a Youth and Family Master Plan for the State of California.

As Chair of the Assembly Housing Committee, I will continue to focus on home ownership issues, and on homelessness, particularly for our many military veterans.

Assemblymember Torres to Join Assembly Majority Leader Torrico on a Hearing on Gangs’ Use of New Technology, Social Media

Veterans Day honors America's veterans for their patriotism, love of country, and willingness to serve and sacrifice for the common good.   We honor the fallen as well as those who are still living who have served in the American Armed Forces.  We come together as a Nation to thank and honor Veterans for their service.

Veteran’s Day has a personal significance for me this year because my son, Christopher, enlisted in the US Air Force early this year, completed basic training in July and has just this month reported to his first duty station.

Assemblymember  Norma Torres Honors 9-1-1 Dispatchers

(Sacramento) - Assemblymember Norma Torres (D-Pomona) paid tribute to the 9-1-1 Dispatchers who staff and operate our state’s 9-1-1 system. Torres introduced Assembly Concurrent Resolution 37 (ACR 37) which memorializes the week beginning on April 12, 2009 as California Public Safety Telecommunicators Week. “For many of us, the 9-1-1 call IS our first point of contact with emergency services. During an emergency, we depend on the 9-1-1 dispatcher to figure out what we need, where we are, and how to get us an ambulance, a police officer or a fire engine as fast as possible,” Torres stated. Assemblymember Torres also outlined legislation she introduced to improve the 9-1-1 system in California: AB 423 deals with 9-1-1 dispatcher training; AB 424 deals with the disclosure of cell phones’ 9-1-1 capabilities; and AB 912 deals with funding for modernization of the 9-1-1 system. Here’s more in this Assembly Web Report.

Domestic Violence Prevention Awareness Month

(Sacramento) California Assemblymember Norma Torres (D-Pomona) reminds everyone that theres no excuse for domestic violence and no one should use excuses to explain spousal violence. Heres more in a public service announcement from Assemblymember Torres.

Help support and promote public awareness about the prevalence and cost of domestic violence, the need for its prevention and the availability of services for victims of abuse. Such efforts can help to make people aware of and eradicate generational cycles of violence.

Assemblymember Torres Condemns Cuts to Shelters for Victims of Domestic Violence and Their Children

SACRAMENTO:  Assemblymember Norma J. Torres (D-Pomona) denounced drastic cuts to domestic violence shelters at a hearing held at the State Capitol today.  The Assembly Select Committee on Domestic Violence met to investigate the impacts of Governor Schwarzenegger’s decision to eliminate roughly $16 million in state funding for these shelters.  “Downturns in our economy tend to have disproportionate impacts on poor and disadvantaged communities.  Shelters provide and assist victims in search of the most basic needs, including safe refuge, food and clothing” asserted Torres.

Over 170,000 domestic violence-related calls for assistance are made in California every year. To escape dangerous environments, victims are often left with only the option of seeking shelters.  Nationally, a study by the Centers for Disease Control and Prevention showed that, in 2005, women suffered over two million violent injuries at the hands of their partners. 

“Women and children who become destitute because they are forced to leave abusive homes are unquestionably among our most vulnerable.  Governor Schwarzenegger should reconsider restoring funding for shelters that help victims in their moments of greatest need,” concluded Torres.

911 Dispatchers Exempted from State Furloughs
