2008 Legislative Package

AB 1831 Teacher Housing:  This bill would require the Department of Education to produce a teacher housing report detailing the need for, and ability to implement, a program to better serve local communities by assisting teachers in purchasing homes located in the communities they serve. The bill would also require the report to contain specific information, by county, relating to housing for teachers.

AB 1866 Extended Warranty:  This bill would require retailers that sell extended warrantees, whether they be guaranteed by the manufacturer, a third party, or the retailer themselves, to keep this documentation on file for those consumers that lose that information.

AB 97 Trans Fats Ban:  This bill would ban the use of trans fats in California Restaurants.  Trans fats are an artificially manufactured form of unhealthy cholesterol which has no nutritional value.  Although many restaurateurs claim that such a ban would cause them financial hardship, testimony from small restaurant owners during the Senate Health Committee hearing indicates that there are actually very few obstacles to stand in the way of such a transition towards healthier cooking practices.

AB 1290 Regional Gang Council:  The bill would bring together educators, local businesses, cities, law enforcement, (CBO) Community Based Organizations , and prosecutors to combat the problem of gang violence.  The Council would be asked to share and coordinate resources and to develop a comprehensive plan for combating juvenile gang violence.

AB 1292 – Candidate Ballot Statement:  The bill would require absentee ballots to be accompanied by a ballot pamphlet that contains the candidates' statements for all local, statewide elective offices and for the Assembly or Senate, unless the voter has already been provided a ballot pamphlet with this information.

AB 1480 CalSTRS Pension 2 Program:  Permits CalSTRS to offer a Roth IRA for the purposes of rolling over assets held in a CalSTRS Roth 403(b) plan.  This proposal allows members to convert the deferred compensation plan money they would otherwise be required to withdraw or disburse at 70 ½ years of age, to IRA money that would not. 

AB 1479 Governance Cleanup: Treasurers Office:  Makes clarifying and conforming changes to several boards and authorities housed within the state Treasure’s Office.  These changes are technical and housekeeping in nature but address several issues that have been raised to the Treasurer by the Attorney General’s Office.

AB 518 – Threading Sunset:  This bill seeks to remove the sunset date exempting threading from the Barbering & Cosmetology Act.

AB 1569-Damaged Merchandize - This bill removes “beer” from the list of the alcoholic beverages that, under the existing law, can be sold as damaged merchandise after being involved in a fire, wreck or catastrophe as long as being granted authorization from the Department of Alcoholic Beverage Control.

AB 264 Loan Set-up Fees:  This bill would revise limits on pawnbroker compensation and loan setup fees.  The bill would prohibit a pawnbroker from charging or receiving compensation at a rate exceeding 2.5% per month on the unpaid principal balance of any loan.  The bill would also prohibit the loan setup fee from exceeding $5 or 2%, whichever is greater, for each loan and from exceeding $50.

AB 357 Legal Defense Redefinition:  This bill would exempt expenditures related to election recounts and litigation related to recounts and election contests from voluntary spending limits.  The bill would also allow funds that are not subject to voluntary campaign contribution limits to be used for attorney’s fees and other expenses related to election recounts and litigation related to recounts and election contests.
