Final Disposition of 2007 Legislation

AB 265 – Threading:  This bill extends the sunset date for the provision exempting threading from the Barbering & Cosmetology to July 1, 2009.  Threading is the removal of unwanted hair by using a special cotton thread.  The practice of threading has existed for centuries and is a well established beauty practice in many countries, such as India and the Middle East.

AB 356 – Card Clubs:  This bill authorizes the California Gambling Control Commission (CGCC) to delegate to staff the approval of entity filings that state that gambling is one of the purposes for which the business entity is formed.  It would also authorize Card Clubs to increase from 3 to 5 the number of different collection rates they can establish at each table.  These changes are largely administrative and will not decrease the ability of the CGCC to regulate the gambling industry.

AB 1291- Anti Gang Parental Accountability- This bill authorizes anti-gang violence classes for parents of juveniles found in violation of specified gang-related offenses.  It allows the court an option to order the parent or guardian to attend anti-gang violence parenting classes when a minor is found to be in violation of a first-time, juvenile gang-related offense.  Under this bill, the Department of Justice (DOJ) establishes curriculum for the anti-gang violence classes, which emphasizes on helping parents or guardians to identify gang activity in children, improve their communication with children, and educate them the consequences for aiding and abetting crimes committed by their children.  Parents or guardians will be required to pay for the classes.

AB 1488- Lightweight Diesel Vehicle Smog- This bill creates the mechanism by which light weight diesel vehicles become part of the smog check program.  It authorizes the use of onboard diagnostic testing on diesel vehicles 14,000 pounds or less.

AB 1670- Pro Bono Clean Up- This bill revises the condition under which a new fictitious business name must be filled, revised the content of the fictitious business name statement.  The bill also permits county clerks to charge appropriate fees sufficient to cover the actual cost of providing services related to these filings.

ACR 32 – Read Across America Day – This bill recognizes March 2, 2007 as Read Across America Day.  The resolution stresses the importance of reading and urges teachers and parents to read to their children everyday.
