State Proposals To Stop Gang Violence |

Feb. 28 - KGO - A crackdown on gangs tonight in California -- the push coming from Republican lawmakers who say they have a plan to curb street violence. California's law enforcement agencies have long been trying to get a handle on gangs. Los Angeles County has the biggest problem. An LA city council-commissioned report says 75-percent of the youth gang homicides are occurring there. St. Senator George Runner (R) Lancaster: "We are here to talk about taking back and winning our streets and neighborhoods." Republican lawmakers unveiled a package of proposals aimed at cracking down on gangs. One would require GPS anklets enabling law enforcement to track their every move during probation -- similar to what they do with sex offenders. Another would freeze a gang's assets like what the federal government has done to terrorist groups. And the witness protection program would get more money. That financial boost might have helped protect Christopher Ash, who was stabbed 80 times. Police say he was targeted by the Latino 204th Street gang because he witnessed the killing of 14-year-old Cheryl Greene. Mendoza: "As a former teacher who was threatened by gang members, I have made this one of my top priorities." Democrats, too, want to crack down on gangs. Freshman Assemblyman Tony Mendoza thinks part of the solution is requiring the mothers and fathers of youth offenders to attend parenting classes. Assm. Tony Mendoza (D) Artesia: "When a kid gets caught doing something gang-related, we don't do anything about it. How do we get the parents to be accountable?" Critics question whether steeper punishment is really the answer. They'd like to see more investment in preventing kids from joining gangs in the first place. Plus, some gang members think the violence will continue, no matter the punishment, considering it's a badge of honor to be shot or arrested.
