| Karnette Unveils Legislation To Combat Obesity Epidemic And Improve Student Health |

Sacramento - Assemblywoman Betty Karnette (D-Long Beach) introduced legislation today to require pupils in grades 1 to 8, who attend elementary school, perform not less than 20 minutes of physical education each school day. Existing law requires students in these grades to perform 200 minutes of physical education each 10 schooldays. However, many schools do not comply with the requirement and it is not uncommon for physical education to be taught once or twice per week. According to a study by the Department of Education released in November 2005, approximately three of every four students do not meet minimum standards in six areas of fitness that were tested. Statewide, 1.37 million fifth, seventh and ninth grade students were tested. Minimal standards were tested and physically fit students were expected to pass all of the tests. “A healthy body leads to a sound mind. The health of California’s school children is critical to successful learning. Ensuring that regular exercise is part the school day should be a priority,” stated Karnette. Assembly Bill 1779 requires 20 minutes of physical education each day if mutually agreed upon through collective bargaining. In the event a mutual agreement is not reached, physical education must be taught a minimum of three schooldays each school week. Providing a minimum of three schooldays of physical education each week will ensure regular exercise for those students that do not lead an active lifestyle. “The State Board of Education approved new physical education content standards last January. These standards are detailed and provide focus and structure and should be an integral part of California’s educational program. They should be fully implemented in all public schools. For too long, physical education has not received the priority and focus it deserves. Requiring compliance is overdue and I am fully committed to ensuring that regular exercise is part of the elementary school day,” said Karnette.
