Lieu Legislation to Promote Green Buildings Signed Into Law

Sacramento, CA - On Friday, Governor Schwarzenegger signed AB 2160 by Assembly Member Ted Lieu (D-Torrance) into law. This bill directs the state to identity funding for state green building projects, define a life cycle cost analysis model to evaluate the cost-effectiveness of state building environmental projects, and identify incentives for private sector green building development.

“This bill represents the first comprehensive, statewide effort to achieve more private sector green building development,” stated Lieu. “It will require the state to develop recommendations for a comprehensive program to substantially increase energy conservation as well as incorporate other green building principles into commercial buildings.”

Green building is the practice of designing, constructing, operating, maintaining and renovating buildings in ways that conserve natural resources and reduce pollution. Green buildings are designed to meet certain objectives, such as protecting occupant health; improving employee productivity; using energy, water, and other resources more efficiently; and reducing the overall impact to the environment.

“Currently, there are no viable incentives to encourage private sector green building, nor is there any focused analysis of obstacles to achieving private sector green buildings,” said Lieu. “AB 2160 will address this gap and establish incentives to maximize private sector green building construction.”

Buildings account for one-sixth of the world’s fresh water withdrawals, one-quarter of its wood harvest, and two-fifths of its material and energy flows. Building “green” is an opportunity to use resources efficiently while creating healthier buildings that improve human health, and build a better environment, and provide cost savings.

AB 2160 is the only green building bill to be signed into law in California this year. It is supported by a variety of organizations, including Californians Against Waste, and will take effect on January 1, 2007.
