Assembly Panel Passes Lieu Green Buildings Bill |
Sacramento, CA – The Assembly Natural Resources Committee approved AB 2030, a sweeping measure by Assemblymember Ted Lieu (D-Torrance) requiring that all commercial buildings built in California be zero net emissions by 2030. “In 2006, the legislature passed AB 32, making a commitment to Californians that we would take the lead in the nation on tackling global warming,” Lieu said. “We cannot begin to work on the goals of AB 32 until we address the critical issue of the built environment.” The California Public Utilities Commission’s October 18, 2007 decision concerning future energy savings goals recommended a target of zero net energy commercial buildings by 2030. AB 2030 would incorporate this recommendation into California law. A zero net energy goal for new commercial buildings will result in significant short and long-term benefits, including reduced greenhouse gas emissions, significant reductions in water and energy demands, and improved public health. Currently, commercial buildings consume about one-third of all the electricity in California and account for 40 percent of green house gases, which is equal to the entire transportation sector. With considerable growth expected in the future, this number is certain to increase. Electricity generation is the second largest source of greenhouse gas emissions after transportation. California’s ability to slow the rate of growth of greenhouse gas emissions will largely depend on the success of its commitment to energy efficiency and renewable energy programs. “It is imperative that the state take an aggressive approach to reducing greenhouse gas emissions created by buildings,” Lieu added. “By mandating that buildings meet this standard, we’re going to take a huge step toward implementing the vision of AB 32.” AB 2030 is supported by numerous organizations including American Lung Association, CA League of Conservation Voters, Environmental Defense and the Coalition for Clean Air. The bill will be heard in the Assembly Appropriations Committee next. |
