De La Torre Appointed Assembly Rules Committee Chair

Speaker Núñez names De La Torre to Democratic Leadership Team

Sacramento, CA- Assembly Speaker Fabian Núñez (D-Los Angeles) named Assemblymember Hector De La Torre (D-South Gate) Chair of the Assembly Committee on Rules.  This important committee is responsible for assigning bills to the appropriate policy committees and sets and implements the policies that govern the Assembly. 
   
“During Assemblymember De La Torre’s first term, he showed intelligence, strength of character and sound judgment.  I am confident that he is a perfect fit to chair the Rules Committee -- which is so vital to the orderly function of the Assembly.  I'm proud to include
him as a key member of my leadership team,” Speaker Núñez said.

The Assembly Rules Committee considers substantive legislation and plays a key role in shaping the legislative agenda.  All bills and resolutions introduced in the Assembly must first be reviewed and referred to a policy committee by the Rules Committee.  In this way the Assembly Rules Committee acts as the legislative gatekeeper.  In addition, bills that are considered non-substantive or that attempt to bypass the legislative process may be held by the Rules Chair.

"I am honored that Speaker Núñez has placed his trust in me and assigned me to Chair this important committee," De La Torre stated.  "As I gain greater responsibility in the Assembly leadership team, I will continue to champion the needs of the 50th Assembly District as my top priority."

The Rules Committee manages the day to day functioning of Assembly facilities, personnel and other assets.  The Committee also makes studies and recommendations designed to promote, improve, and expedite the business and procedures of the house.  Previous Rules Committee Chairs have included former Assemblymembers Lou Papan, John Burton, and Robert Hertzberg.
