Bill To Increase Government Transparency, End Serial Meetings Passes Assembly Floor

SACRAMENTO, Calif. – Legislation that ensures transparency in state government by closing loopholes in the Bagley-Keene Open Meetings Act passed with broad bi-partisan support today on the Assembly Floor.

Specifically, Assembly Bill 1494, authored by Assemblymember Mike Eng, (D-Monterey Park) will provide state government boards and commissions clarity regarding the prohibition of ‘serial meetings’ in which agenda items discussions and decisions are made behind closed doors. The Bagley-Keene Act was established to assure that all state-related business be conducted in an open forum for the public to participate

“Some actions by state boards and commissions along with changes in technology have poked holes in the state open meeting laws,” Assemblymember Eng said. “AB 1494 simply increases transparency and addresses new present-day factors that previously had allowed state officials to circumvent the Act.”

AB 1494 will now head to a policy committee in the state Senate.
