    “Tomorrow thousands of Angelinos will again take to the streets in pursuit of fairness and justice for the immigrants who are an integral part of our community. Last year’s march was marred by the actions of agitators unaffiliated with the event and by overreactions from law enforcement who were supposed to be keeping the peace. Over the past year we have seen a conscientious and appropriate response to these events by the City of Los Angeles and the LAPD. I look forward to taking part in a peaceful and successful march tomorrow. Having met this week with immigrant workers who are being targeted by abusive ICE raids and with immigrant students who are being denied the dream of higher education, I know the call for justice and fairness is unfortunately as timely and necessary as ever. SACRAMENTO – Speaker Fabian Núñez’s (D-Los Angeles) bill to enhance privacy protections for recipients of misleading mailers today cleared an important hurdle, passing the Assembly Business and Professions Committee by a unanimous 9-0 vote.

“The privacy rights of too many Californians -- and particularly the elderly -- have been violated by distributors of these misleading ‘lead cards’,” Speaker Núñez said. “Under AB 2059, marketers will finally be forced to explicitly disclose who they represent and what consumers should expect if they respond to these unsolicited mailers.”

Assembly Democrats Vote for Schools, Republicans Vote for Big Oil

 
 

Sacramento – The same week thousands of layoff notices were delivered to teachers and school staffs throughout California Assembly Democrats voted for new legislation that would have reduced the number of layoffs by closing the “gusher giveaway” tax break for oil companies. But Assembly Bill 3x 9 failed to get the two-thirds vote needed for passage because Assembly Republicans voted against education and for Big Oil. Just last month the Assembly Republicans also killed an effort to close a tax loophole for wealthy yacht owners. Democrats insist the state’s multi-billion dollar budget deficit be eliminated with a mix of cuts and new revenues, not through the “across the board, spending cuts only” approach proposed by the Governor. Speaker Núñez Disappointed with Assembly Republican Caucus’s Priorities after Yacht Tax ‘Sloophole’ Vote

 
 

SACRAMENTO – By a 47-18 vote, the California Assembly today narrowly rejected SB 8xxx, a bill that would close a loophole that lets wealthy yacht owners dodge taxes by stashing their boats out of state for three months.

“We have just had to make serious cuts in health care and education to keep the state solvent,” Speaker Fabian Núñez (D-Los Angeles) said. “For Assembly Republicans to then turn around and cover up for wealthy yacht owners who hide their boats so they’ll pay less tax is nothing short of reckless and callous. The fact that even some Republicans who had previously supported this measure didn’t vote for it today is particularly troubling. Instead of closing ranks Republicans should be closing the yacht loophole. Be assured this matter is not finished: closing the ‘sloophole’ will be the top item I bring up in every budget discussion before any further cuts are to be considered.”

Assembly Passes Mid-Year Emergency Spending Cuts

 
 

SACRAMENTO – Led by Speaker Fabian Núñez Assembly lawmakers today approved nearly $1 billion in immediate emergency spending cuts to ease the state's budget deficit. The Assembly passed six bills this morning that freeze funds to schools, cut payments to doctors who care for the poor, and keeps the state from spending hundreds of millions of dollars in unspent funds on a wide range of projects for the rest of the year. A bill that would have closed a tax loophole for the owners of yachts, RVs and private planes was defeated because Republican lawmakers refused to vote for it. Speaker Fabian Núñez and Assembly Budget Committee chairman John Laird says the cuts will ensure the state doesn't run out of cash this summer. However, both men said solving the ongoing budget crisis in 2008/09 will be more difficult to solve and will require a balance between spending cuts and new revenues.

Núñez Calls on Assembly Republicans to Get on Board Closing “Sloophole”

 
 

SACRAMENTO – With the Senate approving today legislation to close a loophole that lets wealthy yacht owners dodge taxes by stashing their boats out of state for three months, Assembly Speaker Fabian Núñez said he will take the bill up on the Assembly floor on Tuesday, and urged more Republican Assemblymembers to step up and join the majority of Democrats who voted for the Assembly version of the bill. The measure requires a two-thirds vote to pass.

“To solve the state’s cash crisis and relieve pressure on next year’s budget, we just had to make several difficult cuts that hurt low income Californians and working families and it’s only fair that some of the sacrifice be spread around,” Núñez said. “We tried in the Assembly to close this unnecessary loophole for wealthy yacht owners, and got the support of the vast majority of Democrats and even a couple Republicans, but not enough to get the job done. When we take up the Senate’s version of the bill on Tuesday, I’m asking my Republican colleagues, many of whom professed sorrow over cuts we were making, to come on board, do the right thing, and close this ‘sloophole’ once and for all.”

Speaker Núñez’s Reaction to President Bush's State of the Union Address

 
 

SACRAMENTO – Speaker Fabian Núñez (D-Los Angeles) today released the following response to President Bush’s State of the Union Address:

“In his final State of the Union Address George W. Bush reminded us why America is so eager to move on from his misguided and myopic approach. First he has the gall to criticize Congress for undermining trust in government when he and Dick Cheney have done all they can to undermine that trust. Then, we’re served a lukewarm rehash of inadequate responses to the health care crisis and hear only lip service and loopholes instead of real leadership on climate change. Given the economic downturn and the mortgage meltdown, Californians wanted to hear real plans from their President. Thankfully, Speaker Pelosi and California’s Democratic Congressional delegation have been keeping working families’ interests at the forefront of efforts to jump start the economy.”

Speaker Núñez was invited to Washington, D.C. for the address by Speaker Pelosi, but had to cancel because of the vote on health care reform in the Senate Health Committee earlier today.

Los Angeles Mayor Villaraigosa Urges Senate Health Committee to Support AB 1X, the Comprehensive Health Insurance Bill

 
 

SACRAMENTO—Single-payer advocate Los Angeles Mayor Antonio Villaraigosa sent a letter to Senator Sheila Kuehl (D-Santa Monica), chair of the Senate Health Committee, and other committee members, urging them to vote in favor of AB 1X, the comprehensive health care bill co-authored by Speaker Fabian Núñez (D-Los Angeles) and Senate President pro Tem Don Perata (D-Oakland).

“As a strong supporter of a truly universal health care system, I write to urge you to support AB1x (Nunez) as a significant strategic step toward our shared goal,” Villaraigosa said in the letter. “I strongly believe that health reform need not be an “either/or” situation, and that supporting the reforms of AB1x is not inconsistent at all with being a whole-hearted supporter of SB 840 and single-payer health care.”

Comprehensive Health Care Bill before Senate Health Committee

 
 

SACRAMENTO– Speaker Fabian Núñez (D-Los Angeles) presented AB 1X before the Senate Health Committee today. AB 1X, co-authored by Speaker Núñez and Senate President pro Tem Don Perata (D-Oakland), is the result of over a year of negotiations between legislative leaders, the Governor, and leading labor, business, health care, and community groups. It requires most Californians to acquire insurance but includes extensive affordability and cost-containment language and allows exemptions for those with a financial hardship. The bill also covers all children. Speaker Núñez told the Senate Health Committee. “AB 1X vastly improves the state of health care in California.” The Senate Health Committee is expected to vote on AB1X on Monday the 28th.

Speaker’s Office Comment on LAO Report on Health Care Reform

 
 

SACRAMENTO—Steve Maviglio, Deputy Chief of Staff to Speaker Fabian Núñez today made the following comment in response to the report released by the California Legislative Analyst’s Office regarding the health care reform proposal negotiated by Speaker Núñez, Senate President pro Tem Don Perata and Governor Arnold Schwarzenegger:

“The LAO report reflects the massive effort and many moving parts required to fix California’s broken health care system. The Speaker thanks Ms. Hill and her team for their typically thorough effort, and while we differ on some of the findings, we believe this report reinforces the overall soundness of the approach and financing for health care reform. The report also serves an important purpose in identifying every potential risk that’s in the realm of possibility, regardless of any particular assumption's grounding in probability.  Any plan, including single payer and doing nothing, contains major risks. Just as insurers shouldn't cherry pick who they cover, opponents of health care reform shouldn't cherry pick comments from the LAO report to help make their case for maintaining the status quo. Our job now is to move forward with bringing California closer to the goal of universal coverage and to work hard to avoid, contain and manage any realistic fiscal risks associated with the plan. The best tool we have for doing that continues to be the plan's explicit provision that if funds aren't available, the plan doesn't take effect.”

Speaker Núñez and Children’s Advocates Urge the Passage of Health Care Reform in California

 
 

SACRAMENTO—Speaker Fabian Núñez (D-Los Angeles) today told children’s advocates and families he predicts Assembly Bill 1x1 providing comprehensive health care coverage for all children will likely be passed by the California Senate and ultimately signed by the Governor.

The Senate Health Committee will hold a hearing on AB 1x1 Wednesday at the Capitol. Speaker Núñez said the health care reform legislation will likely make it out of the Senate Health Committee tomorrow, out of the Senate and on to the Governor’s desk.

“The Legislative Analyst underscores some of the key concerns Assembly Democrats have as we work to address the state's budget imbalance: across the board cuts don't adequately reflect the state's needs and demands, revenue sources from closing tax loopholes and credits must be on the table, and the budget reform proposals put forward so far have serious flaws. This report is more evidence that we should focus on a real and comprehensive approach that makes sure California's expenditures balance with revenues, and that our priorities balance with our values.”

SACRAMENTO – Assembly Democrats, led by Speaker of the Assembly Fabian Núñez, responded to the Governor’s State of the State address by acknowledging the major challenges facing the state and calling on the Governor, Legislative Republicans and all Californians to have a “real conversation” about the need to address California’s multi-billion dollar deficit with more than just another round of program cuts. In the official Democratic response to the Governor’s address, which was broadcast statewide on television and radio, Speaker Núñez said “For too long the discussion has been dominated by those who only want to cut the services Californians depend on.
