SACRAMENTO – Assembly Speaker Fabian Núñez (D-Los Angeles) today introduced a sweeping proposal to change the way the state’s political boundaries are drawn coupled with a revision in the state term limits law and a proposal to ban political contributions during the budget season.

SACRAMENTO – Assembly Speaker Fabian Núñez (D-Los Angeles) and more than 28 Assembly Members today called on Homeland Security Chief Michael Chertoff to halt raids in California by his agency's Immigration and Customs Enforcement division after a series of incidents in southern California that have raised civil liberties concerns and imperiled families and businesses.

(Sacramento) – Schools will suffer. Programs for the poor and the elderly will be reduced or eliminated. Parks and beaches will be closed. Those are just a few of the results from Governor Schwarzenegger’s proposed across the board 10-percent budget cuts. SACRAMENTO – After the California Transportation Commission ok’d a flawed spending plan to make ports more accessible, Assembly Speaker Fabian Núñez (D-Los Angeles) sent a letter to the Los Angeles Metropolitan Transportation Authority Board of Directors asking that the CEO of the MTA resign.

SACRAMENTO – Speaker Fabian Núñez’s (D-Los Angeles) bill to enhance privacy protections for recipients of misleading mailers today cleared an important hurdle, passing the Assembly Business and Professions Committee by a unanimous 9-0 vote.

“The privacy rights of too many Californians -- and particularly the elderly -- have been violated by distributors of these misleading ‘lead cards’,” Speaker Núñez said. “Under AB 2059, marketers will finally be forced to explicitly disclose who they represent and what consumers should expect if they respond to these unsolicited mailers.”

SACRAMENTO – At the Assembly Democratic Policy Summit at UC Davis Medical Center in Sacramento, Assembly Speaker Fabian Núñez (D-Los Angeles), Speaker-elect Karen Bass (D-Los Angeles), Democratic Caucus Chair Noreen Evans (D-Santa Rosa), and Budget Chair John Laird (D-Santa Cruz) today offered an update to reporters on the Democratic perspective on the budget situation.

Sacramento – The same week thousands of layoff notices were delivered to teachers and school staffs throughout California Assembly Democrats voted for new legislation that would have reduced the number of layoffs by closing the “gusher giveaway” tax break for oil companies. But Assembly Bill 3x 9 failed to get the two-thirds vote needed for passage because Assembly Republicans voted against education and for Big Oil. Just last month the Assembly Republicans also killed an effort to close a tax loophole for wealthy yacht owners. Democrats insist the state’s multi-billion dollar budget deficit be eliminated with a mix of cuts and new revenues, not through the “across the board, spending cuts only” approach proposed by the Governor. “While California is facing billions in cuts to schools, big oil companies are raking in record profits -- without paying for the oil they take from California.,” Speaker Núñez said. “If red states like Texas, Colorado, and Montana tax oil production to fund the services they value, then so should we.”

SACRAMENTO – Assembly Republicans have voted to protect the wealthy, yacht-owning, Thurston Howell the Thirds from paying taxes on their expensive boats. Speaker Fabian Núñez (D-Los Angeles) says its callous and reckless for Republicans to protect the yacht owners by refusing to close a tax loophole while at the same time voting for spending cuts to the poor, the elderly and school. In this Assembly Web Report the Speaker says the yacht tax loophole votes by Assembly Republicans shows their priorities are not the same as most Californians.

SACRAMENTO – Speaker Fabian Núñez (D-Los Angeles) today released the following response to the Legislative Analyst’s report on the state’s 2008-2009 budget. 

"The LAO's sobering report makes it clear that a slash-and-harm, cuts-only approach of dismantling state government won't fix our budget problem. The report backstops our commitment to taking a balanced approach that includes eliminating tax loopholes and raising revenues so we will not have to close parks, lay off teachers, and put our state's most vulnerable citizens at risk. We've taken care of half the problem with tough cuts, and with this outline, will continue careful deliberations to enact a budget that reflects the values of Californians rather than anti-tax martyrs."

SACRAMENTO – Speaker Fabian Núñez (D-Los Angeles) today said the values and priorities of Californians must be included in the final budget agreement between the California Legislature and the Governor.

The Speaker’s comments followed the Governor’s remarks on the need for additional spending cuts but no increased revenues to close the remaining $7 billion dollar state deficit.

“Democrats have a very different point of view than the Governor,” Speaker Fabian Núñez said. “I respect the Governor but I don’t share the same values he shares. I don’t think Californians can afford to cut back on public education the way the Governor wants to in his budget proposal.”

SACRAMENTO – By a 47-18 vote, the California Assembly today narrowly rejected SB 8xxx, a bill that would close a loophole that lets wealthy yacht owners dodge taxes by stashing their boats out of state for three months.

“We have just had to make serious cuts in health care and education to keep the state solvent,” Speaker Fabian Núñez (D-Los Angeles) said. “For Assembly Republicans to then turn around and cover up for wealthy yacht owners who hide their boats so they’ll pay less tax is nothing short of reckless and callous. The fact that even some Republicans who had previously supported this measure didn’t vote for it today is particularly troubling. Instead of closing ranks Republicans should be closing the yacht loophole. Be assured this matter is not finished: closing the ‘sloophole’ will be the top item I bring up in every budget discussion before any further cuts are to be considered.”

SACRAMENTO – Led by Speaker Fabian Núñez Assembly lawmakers today approved nearly $1 billion in immediate emergency spending cuts to ease the state's budget deficit. The Assembly passed six bills this morning that freeze funds to schools, cut payments to doctors who care for the poor, and keeps the state from spending hundreds of millions of dollars in unspent funds on a wide range of projects for the rest of the year. A bill that would have closed a tax loophole for the owners of yachts, RVs and private planes was defeated because Republican lawmakers refused to vote for it. Speaker Fabian Núñez and Assembly Budget Committee chairman John Laird says the cuts will ensure the state doesn't run out of cash this summer. However, both men said solving the ongoing budget crisis in 2008/09 will be more difficult to solve and will require a balance between spending cuts and new revenues.

SACRAMENTO – The California Assembly today approved six emergency spending and revenue bills to ensure the state pays its bills in the current fiscal year.

Speaker Fabian Núñez (D-Los Angeles) said today’s vote indicates the California Legislature is prepared to balance a budget worsening by the minute.

“Voters need to take note what is happening in Sacramento. This budget is not going to get balanced without California voters intervening.  Otherwise we will be deadlocked,” Speaker Núñez said.   

SACRAMENTO – With the Senate approving today legislation to close a loophole that lets wealthy yacht owners dodge taxes by stashing their boats out of state for three months, Assembly Speaker Fabian Núñez said he will take the bill up on the Assembly floor on Tuesday, and urged more Republican Assemblymembers to step up and join the majority of Democrats who voted for the Assembly version of the bill. The measure requires a two-thirds vote to pass.

“To solve the state’s cash crisis and relieve pressure on next year’s budget, we just had to make several difficult cuts that hurt low income Californians and working families and it’s only fair that some of the sacrifice be spread around,” Núñez said. “We tried in the Assembly to close this unnecessary loophole for wealthy yacht owners, and got the support of the vast majority of Democrats and even a couple Republicans, but not enough to get the job done. When we take up the Senate’s version of the bill on Tuesday, I’m asking my Republican colleagues, many of whom professed sorrow over cuts we were making, to come on board, do the right thing, and close this ‘sloophole’ once and for all.”

SACRAMENTO – Speaker Fabian Núñez (D-Los Angeles) today released the following statement on the Assembly Budget Committee’s approval of mid-year budget cuts to resolve the current deficit and reduce next year’s projected shortfall:

“Today’s vote by the Assembly Budget Committee is part of the tough, responsible action the legislature is taking to solve the case crisis and help balance the budget,” Speaker Fabian Núñez said after the vote. “While we face many unfortunate choices, I am pleased the Assembly Budget Committee has approved these measures in a bipartisan manner. “In his final State of the Union Address George W. Bush reminded us why America is so eager to move on from his misguided and myopic approach. SACRAMENTO – Speaker Fabian Núñez (D-Los Angeles) today challenged the State Senate to propose workable solutions to California’s health care crisis going forward.

“I would challenge the members of the Senate to come up with a plan that’s doable, that can withstand the same type of scrutiny that AB 1X was put through in this committee, the same kind of analysis by the Legislative Analyst, and that is going to respond to the needs of those poor families who have absolutely no health care today,” Speaker Núñez said at the hearing.

SACRAMENTO—Single-payer advocate Los Angeles Mayor Antonio Villaraigosa sent a letter to Senator Sheila Kuehl (D-Santa Monica), chair of the Senate Health Committee, and other committee members, urging them to vote in favor of AB 1X, the comprehensive health care bill co-authored by Speaker Fabian Núñez (D-Los Angeles) and Senate President pro Tem Don Perata (D-Oakland).

“As a strong supporter of a truly universal health care system, I write to urge you to support AB1x (Nunez) as a significant strategic step toward our shared goal,” Villaraigosa said in the letter. “I strongly believe that health reform need not be an “either/or” situation, and that supporting the reforms of AB1x is not inconsistent at all with being a whole-hearted supporter of SB 840 and single-payer health care.”

SACRAMENTO—Speaker Fabian Núñez (D-Los Angeles) yesterday delivered the following letter to Senator Barbara Boxer, thanking her for holding the US Environmental Protection Agency accountable for it’s denial of California’s request for a tailpipe emissions waiver.

SACRAMENTO– Speaker Fabian Núñez (D-Los Angeles) presented AB 1X before the Senate Health Committee today. AB 1X, co-authored by Speaker Núñez and Senate President pro Tem Don Perata (D-Oakland), is the result of over a year of negotiations between legislative leaders, the Governor, and leading labor, business, health care, and community groups. It requires most Californians to acquire insurance but includes extensive affordability and cost-containment language and allows exemptions for those with a financial hardship. The bill also covers all children. Speaker Núñez told the Senate Health Committee. “AB 1X vastly improves the state of health care in California.” The Senate Health Committee is expected to vote on AB1X on Monday the 28th.

SACRAMENTO – Speaker Fabian Núñez (D-Los Angeles) presented AB 1X before the Senate Health Committee today.

“I believe that AB 1X is more than an effort at redefining our purpose in health care. AB 1X is a declaration that everybody must have access to affordable and comprehensive health care coverage, and if made affordable, everybody should have the responsibility to carry health care insurance,” Speaker Núñez told the Senate Health Committee. “AB 1X vastly improves the state of health care in California.”

SACRAMENTO—Steve Maviglio, Deputy Chief of Staff to Speaker Fabian Núñez today made the following comment in response to the report released by the California Legislative Analyst’s Office regarding the health care reform proposal negotiated by Speaker Núñez, Senate President pro Tem Don Perata and Governor Arnold Schwarzenegger:

“The LAO report reflects the massive effort and many moving parts required to fix California’s broken health care system. The Speaker thanks Ms. Hill and her team for their typically thorough effort, and while we differ on some of the findings, we believe this report reinforces the overall soundness of the approach and financing for health care reform. The report also serves an important purpose in identifying every potential risk that’s in the realm of possibility, regardless of any particular assumption's grounding in probability.  Any plan, including single payer and doing nothing, contains major risks. Just as insurers shouldn't cherry pick who they cover, opponents of health care reform shouldn't cherry pick comments from the LAO report to help make their case for maintaining the status quo. Our job now is to move forward with bringing California closer to the goal of universal coverage and to work hard to avoid, contain and manage any realistic fiscal risks associated with the plan. The best tool we have for doing that continues to be the plan's explicit provision that if funds aren't available, the plan doesn't take effect.”

SACRAMENTO—Speaker Fabian Núñez (D-Los Angeles) today told children’s advocates and families he predicts Assembly Bill 1x1 providing comprehensive health care coverage for all children will likely be passed by the California Senate and ultimately signed by the Governor.

The Senate Health Committee will hold a hearing on AB 1x1 Wednesday at the Capitol. Speaker Núñez said the health care reform legislation will likely make it out of the Senate Health Committee tomorrow, out of the Senate and on to the Governor’s desk.

“The Legislative Analyst underscores some of the key concerns Assembly Democrats have as we work to address the state's budget imbalance: across the board cuts don't adequately reflect the state's needs and demands, revenue sources from closing tax loopholes and credits must be on the table, and the budget reform proposals put forward so far have serious flaws. SACRAMENTO—Speaker Fabian Núñez (D-Los Angeles) today reappointed George Caplan to the 17-member California Postsecondary Education Commission.

“George Caplan’s extensive background in postsecondary education has been of great use to the California Postsecondary Education Commission,” Speaker Núñez said. “With this reappointment, he will be able to continue his valuable work addressing our state’s educational needs.”

SACRAMENTO— Speaker Fabian Núñez (D-Los Angeles) today appointed Suzanne Cline to the 12-member State Commission on Juvenile Justice.

SACRAMENTO—Speaker Fabian Núñez (D-Los Angeles) today appointed former Assembly Majority Leader Dario Frommer to the 13-member California Transportation Commission.

“Dario Frommer has extensive experience on Los Angeles and statewide transportation issues as a leader in the Assembly,” Speaker Núñez said. “His expertise on public transit, highway, and other transportation issues as a member of the legislature will be of invaluable use to the California Transportation Commission.”

SACRAMENTO—Speaker Fabian Núñez (D-Los Angeles) today appointed Maelia Macin to the 17-member Commission on the Status of Women.

“Maelia Macin’s extensive work with low-income families has allowed her to develop a keen understanding of the diverse needs of California’s women,” Speaker Núñez said. “She will make a fine addition to the Commission on the Status of Women.”

SACRAMENTO—Speaker Fabian Núñez (D-Los Angeles) and other Democratic leaders today pledged to reshape Governor Arnold Schwarzenegger's budget to reflect the values of Californians.

“The budget proposed today is what a cuts only budget looks like and the proponents of a cuts only approach need to own it,” Speaker Núñez said. “This budget isn’t going for an up or down vote today. Clearly if passed as written, it would cause a lot of permanent harm.”

SACRAMENTO – Assembly Democrats, led by Speaker of the Assembly Fabian Núñez, responded to the Governor’s State of the State address by acknowledging the major challenges facing the state and calling on the Governor, Legislative Republicans and all Californians to have a “real conversation” about the need to address California’s multi-billion dollar deficit with more than just another round of program cuts.
