The following is a consolidated report of state operations and fire activity in Southern
California. Information in this report is gathered from state and county offices of emergency
services. Some information may not be verified.
General Report:
There are 5 active fires in Southern California. The priority for fighting fires is: Santiago, Poomacha,
Witch, Slide, and Harris.
Cumulative totals for active fires:

Damage estimates are currently being submitted to OES by the designated counties. OES has deployed
Preliminary Damage Assessment (PDA) teams on Monday, 10/29/07. Joint FEMA State PDAs to start on
Wednesday, 10/31/07.
The Air Resources Board (ARB) will issue air quality reports twice daily until the smoke has cleared.

There have been 40 firefighters injures. 1040 Residences and 414 Outbuildings/Other
destroyed. 70 Residences and 25 Outbuildings/Other damaged.
POOMACHA FIRE
Acres Burned: 49,540
% Contained: 70
Structures: 50 homes destroyed; 2,000 homes threatened
There have been 21 firefighter injuries. 143 Residences and 77 Outbuildings/Others have
been destroyed. 4 Residences and 12 Outbuildings/Other damaged. 500 homes are
threatened in the communities of Mt. Palomar, Palomar Observatory, Crosley
Homestead.
HARRIS FIRE
Acres Burned: 90,440
% Contained: 90
There have been 34 firefighter injuries. 206 Residences and 253 Outbuildings/Other
destroyed. 250 Residences, 4 Commercial Property and 3 Outbuilding/Other damaged.
Most all the threats have been abated.

L.A. County Assessor offers fire damage tax relief. The State Revenue and Taxation
Code, Section 170/Misfortune and Calamity, allows reassessment of property sustaining
at least $10,000 in damage. This process can result in a corrected tax bill or refund. Any
adjustment or proration of taxes will be based on the reduction in value from the date of
damage through the fiscal year ending June 30, 2008.

The San Bernardino County Assessor’s Office will release information on damaged and
destroyed homes the moment it becomes available and is verified. The information will
also be released on the Web site of the San Bernardino County Assessor’s Office shortly
after the information is made available at the shelters. Residents may access the

Running Springs, Smiley Park, and Green Valley, and Arrowbear Lake.

ESSENTIAL FACILITIES ACTIVATED-“One–Stop Shop” Centers
Nine Local Assistance Centers are currently open and as of close of business, October 28,
2007, seven of the nine reported 8,555 service visits. OES has made contact with the two
remaining Centers and will include the information in the next report. FEMA mobile disaster
recovery centers are being deployed from Texas. These mobile units are being used to
augment the LACs and deployed based upon county need. The estimated arrival time is
Tuesday, 10/30/07.
