The 30th Assembly District occupies the southern end of California's Central Valley. It includes all of Kings County as well as portions of Fresno, Tulare and Kern Counties. The southern portion of Fresno County represents the northern edge of the district, including the cities of Coalinga, Huron and Kingsburg. The district continues south to include all of Kings County, which contains the cities of Hanford, Avenal, Corcoran and Lemoore. Just east of Kings County, the 30th AD includes the western edge of Tulare County, which contains several small townships such as Earlimart, Pixley and Tipton. The southern end of the district includes about one-third of Kern County, encompassing the cities of Delano, Shafter, Wasco, Arvin and McFarland and a small portion of Bakersfield.
The 30th Assembly District is predominantly rural as a result of the agriculture and oil industries that have long histories in the area and continue to be the main sectors of employment for district residents. The largest cities in the district are Bakersfield and Hanford, which are also the county seats for Kern and Kings Counties, respectively.
The Central Valley is one of California's fastest growing regions. The population boom is evident in the 30th Assembly District, which had many cities double or triple the growth rates of California and the United States in between the 1990 and 2000 Census counts.
Kern County is the largest population base of the 30th Assembly District, containing 47% of the district's population. Kings County is the second largest population base at 31%. Fresno and Tulare County, despite covering a large geographic area, hold only 12% and 10% of the district's population.

The 30th Assembly District has a large Latino population. In fact, Latinos account for 62% of the district's population. The second largest ethnic group is Caucasian at 26%, followed by African Americans at 7%, and other ethnic groups accounting for the remaining 5%.
The Central Valley's agricultural industry is a driving force of California's economy. The counties within the 30th Assembly District account for 32.7% of California's total agricultural production - predominantly producing milk, cattle, cotton, nuts, and grapes. The Department of Finance ranks Fresno, Tulare and Kern as the 1st, 2nd and 4th counties in the state in terms of the value of their agricultural production. Kings County has the lowest rank in the district at 12th out of the 58 California counties.
Agriculture is the oldest industry in the 30th Assembly District, however the discovery of large oil pockets in Kern County in 1899 made oil production an equally important component of the regional economy. Kern County is the largest oil producing county in California, accounting for 66% of its total oil production and 33,000 (out of the state's 43,000) total operating wells. If Kern County were its own state, it would only rank behind Texas, Alaska and Louisiana in terms of the amount of oil produced - approximately 577,000 barrels per day. Fresno County also operates several wells, but their annual production of 10 million barrels per year is dwarfed by Kern's production of 211 million barrels per year.
The local economy is also supported by the corrections industry. The 30th Assembly District is home to six prisons that are spread throughout the district. The cities that have prisons include Coalinga, Avenal, Delano, Wasco, and Corcoran (which operates two facilities). The prison industry in the district has employed over 8,300 staff maintaining 33,400 inmates.
