California has one of the worst recidivism rates for prison inmates in the country. Therefore, this hearing will consist of a State of the State on alcohol and drug abuse in California prisons. It will focus on solutions to reduce prison population recidivism and measures to improve both treatment effectiveness and efficiency. The State must develop an effective alcohol and drug treatment system that provides the necessary support to enable individuals to stay out of California jails and prisons.
The Select Committee would like to know your perspective on what kind of policies and practices the State should consider when addressing prison overcrowding and recidivism stemming from an alcohol or substance abuse problem. If you either are interested in the discussion or would like to address the Committee, please attend our upcoming hearing.
