| ASSEMBLY PASSES LANDMARK HEATHCARE BILL TO COVER ALL CHILDREN |
This month, the Assembly made history by approving landmark legislation to ensure that every child in California will have healthcare coverage. This bill, AB1X, will make California a better place to live and work, for all of us. I supported AB1X because it is the morally and fiscally right thing to do. The plan is budget neutral and on-going funding relies on a variety of sources, including a proposed $2 per pack increase on cigarettes to be presented to voters on the November ballot. The plan calls for 85 percent of the premiums to go toward healthcare and only 15 percent for administrative costs. AB1X must be approved by the state Senate and signed by Governor Arnold Schwarzenegger before it becomes law.
The Assembly's proposal is an extension of a Santa Clara County's first-in-the nation health plan for children, the Children's Health Initiative that I helped shepard through the Santa Clara County Board of Supervisors seven years ago. More than 100,000 children are covered under Children's Health Initiative. And just like the Children's Health Initiative, AB 1X will save taxpayers millions in indigent care costs by enabling the poor to seek preventative care rather than wait until they are so sick that they require a trip to the emergency room.
This accomplishment would not be possible without the strong push by community-based organizations and the thousands of individuals who demanded healthcare reform this year. Together we have made history.

As the holiday season approaches, we are thankful for family, friends, and time spent with loved ones. But this is also the time of year for giving to those who need help. By spending just a small amount of time and effort to help those in need, you can do your part to spread some holiday cheer and goodwill to the less fortunate in our community. There are many ways to give back this holiday season, and I have included a few suggestions to get you started.
As the temperature drops, people will need warm coats. City Team Ministries is collecting coats for families and individuals. You can drop off coats at the City Team Family Services Drop-Off Station, which is located at 1297 N. 13th Street, San Jose, CA 95112, between Tuesday and Saturday from 9am to 4pm. Coat donations can also be made at Burlington Coat Factory stores. For more information regarding donation collection you can call the Family Services Office at: (408) 293-4657.
Thousands of families struggle every year to cover the costs of their most basic necessities. Food is too often a luxury for the many residents served by Second Harvest Food Bank in Santa Clara County. From now through January 11th, Second Harvest is holding its Annual Holiday Food and Fund Drive. By giving food and/or making monetary contributions to the Second Harvest Food Bank you can help to alleviate local hunger and make a meaningful difference in the holiday season for those in need. Donations of food can be taken to the Santa Clara County Distribution Center at 750 Curtner Avenue, San Jose 95125, Monday through Friday between 7am and 3pm. Financial contributions can be made by calling the donor hotline at 866-234-3663 or through the website at www.2ndharvest.net.
In addition, Sacred Heart Community Service will provide nearly 6,000 families with holiday food boxes and 5,000 children with new toys. They need your help and generosity to make the holiday wishes of these families come true. The donation drop off site is located at 1381 South First Street in downtown San Jose. The donation center's hour have been extended throughout the month of December and is now also open on Sunday. You can also opt to contribute a tax deductible monetary gift to buy needed items. Key Note Speaker: Dr. Ira Chasnoff
Dr. Chasnoff serves as the president of the Children's Research Triangle and a Professor of Pediatrics at the University Of Illinois College Of Medicine in Chicago. He is one of the nation's leading researchers in the field of maternal drug use during pregnancy and the effects on the newborn infant and child. His research projects include a study of the long-term cognitive, behavioral and educational developmental effects of prenatal exposure to alcohol, cocaine, and other drugs; the effects on birth outcome of prenatal treatment and counseling for pregnant drug abusers; and the effectiveness of both outpatient and residential treatment programs for pregnant drug abusers.
