Assembly Select Committee on Alcohol and Drug Abuse Hearing Public Announcement

The next hearing of the Assembly Select Committee on Alcohol and Drug Abuse is scheduled for October 4, 1:30 p.m.-4:00 p.m. at EMQ Children and Family Services Community Room 251, Llewellyn St., Campbell, California.

California has one of the worst recidivism rates for its jail and prison inmates in the country. Therefore, this hearing will consist of a State of the State on alcohol and drug abuse in California prisons. It will focus on solutions to reduce prison population recidivism and measures to improve both treatment effectiveness and efficiency.

The state must develop an effective alcohol and drug treatment system that provides the necessary support to enable individuals to stay out of California's jails and prisons.

The Select Committee would like to know your perspective on what kind of policies and practices the state should consider when addressing prison overcrowding and recidivism stemming from an alcohol or substance abuse problem. If you either are interested in the discussion or would like to address the Committee, please attend our upcoming hearing.

The workshop will be held on October 25 from 6:00 p.m.-8:00 p.m. at the Campbell Library located at 77 Harrison Ave. in Campbell. The workshop will focus on understanding the process of homeownership, how to decipher the terminology, how to work with real estate agents, mortgage companies, escrow officers and available programs that take advantage of city, county and state loan programs. In addition, this is a great chance to discuss housing legislation that affects you, your family, and your community. Red Ribbon Week

As Chair of the Assembly Select Committee on Alcohol and Drug Abuse and as parent, the issue of substance abuse among teens is of special importance to me. California is in a state of crisis in regards to substance abuse treatment for teens. There is a clear pattern among teens, as they begin to use drugs earlier, use harder drugs, and participate in other associated high-risk behaviors. An estimated 188,000 adolescents (ages 12-17) in the state of California have a substance abuse problem requiring treatment. However, less than 10 percent or (17,000) of these adolescents received substance abuse treatment in 2006.

We know that youth are using harder drugs at earlier ages, especially young girls. The earlier teens begin abusing illegal substances, the more likely it is that they will have substance abuse problems in their adult lives.

I am committed to working with my colleagues in the legislature to develop an effective alcohol and drug prevention and treatment system statewide. On November 1, 2007, the Alcohol and Drug Abuse Select Committee will convene a hearing in Los Angeles to discuss what kind of policies and practices the state should consider when addressing the drug and alcohol crisis among our youth. Additionally, I would like to take the time to inform you about Red Ribbon Week that will be celebrated in our schools from October 23 to October 31. Red Ribbon Week is a campaign sponsored by the National Family Partnership and Californians for a Drug-Free Youth that is geared towards the coordination of parents, kids, schools, and communities in an effort to prevent adolescent drug use before it starts. The campaign provides an excellent opportunity to spread information and awareness about the dangers of drug abuse, while simultaneously promoting positive social behaviors. The theme of this year's Red Ribbon Week is Look at Me, I'm Drug Free. This theme is nationwide, aiming to unify the efforts of schools and communities all across the United States and celebrate those young people who have made the positive decision to abstain from drug and alcohol use.
