California State Budget

The Assembly passed a 2007-08 spending plan and a number of bills to implement the budget in the early morning of July 20. The Senate subsequently voted on, but did not pass, the plan. After holding up the state budget nearly a month past deadline, Senate Republicans recently offered to end the impasse if Democrats would move tens of thousands of poor families off welfare and make dozens of additional program cuts. The crux of the plan is a $324-million cut in the state's welfare program.

The proposal is aimed at families that do not meet minimum work requirements in the state's CalWORKS program, as well as families that have been receiving benefits for more than five years. It would eliminate safety net cash grants that are intended to keep children whose parents do not meet work requirements from becoming homeless. Children whose parents are in the country illegally also could lose assistance under the Republican plan.

I believe that this plan would devastate the poorest and most needy families in our state and reduce the incentive for families to move from welfare to work. It's been well documented that eliminating assistance to families trying to find work that pays enough to sustain themselves only leads to homelessness and hunger for the entire family. This is no way to treat our state's most vulnerable children.

I will continue to keep you updated on the state budget in my monthly newsletter. I am confident that the State Senate will pass a responsible budget that protects our most vulnerable in the near future; otherwise, the State of California will have to suspend critical state services and delay capital projects which could significantly increase construction costs and waste taxpayers' dollars.

Exciting Internship Opportunity for the Fall

Every year my office welcomes 5-7 local high school and/or college students as interns with District 24. The internship program's primary goals include exposing young people with diverse life experiences and backgrounds to the legislative process and providing research and other professional staff assistance to the Assemblymember. Internships provide a bridge between the academic study of policy, government, and politics and the practical fields in which those studies can be applied. Interns gain insight into the political process and learn how to be effective leaders. If you are interested please send your resume, availability and contact information to frances.grammer@asm.ca.gov.
