GOVERNOR'S "MAY REVISE" ADDS PAIN FOR THE POOR

On May 14, Governor Schwarzenegger released the revision to his 2007-08 budget, known commonly as the "May Revise." Disappointingly, the poor fare even worse in the May Revise than in the Governor's January budget. A new cut suspends the state cost of living for 1.2 million aged, blind and disabled Californians, costing each about $25 per month. While assuring the early payment of $1.6 billion in state bonds to Wall Street, the Governor proposes to deny the poor subsistence income totaling $645 million in 2007-08 and $1 billion in 2008-09.

As Chair of the Human Services Committee as well as a member of the Budget Subcommittee on Health and Human Services, I have strongly opposed the Governor's cuts in aid to the poor. Instead I have promoted a positive agenda of fiscally sound improvements and reforms in human services programs. My three human services budget priorities are (1) A five percent increase in rates paid for children in foster families and relatives in the Kin-Gap program; (2) Reduction of red tape and bureaucratic barriers to increase access to federal food assistance programs; and (3) Improved child support collections through a 3.5% increase for local child support services agencies tied to improved program performance. Combined, these priorities actually save the state nearly $7 million. Additionally, I am working closely with the Democratic Leadership to stave off the Governor's proposal to eliminate all assistance to as many as 190,000 underprivileged children currently receiving Calworks child-only grants.

HEALTHCARE TOWN HALL
Nearly 200 community members attended my Healthcare Town Hall on Thursday, May 17th at Camden Community Center. In addition to the information provided on the different healthcare proposals being considered by the State, I was able to hear back from the community regarding their questions and concerns. Over an hour was spent answering questions and taking comments from community members.

Thanks again to all the community members who attended, and the volunteers who helped make this event so successful including our two expert speakers Sumi Sousa and Sara Rogers, Paul Hay, Jeff Schmidt and John Pitts from Metro Ed, and Kiersten McCormick from Camden Community Center to name a few.

Progress of the healthcare proposals will be available via my newsletter. If you would like to make a comment or have questions please visit my website and click on contact Assemblymember Jim Beall, Jr. My website address is www.assembly.ca.gov/beall.
