Coto's Bill to Create Bi-literacy Seal for High School Diploma Approved by Assembly
Students who demonstrate competency in two or more languages may soon have that fact noted on their diploma and transcript. Assembly Bill 1196 (State Seal of Bi-literacy) introduced by Assemblymember Joe Coto was approved by the full Assembly this week and the proposed legislation will now move to the Senate for consideration. This bill establishes the State Seal of Bi-literacy Voluntary Program, allowing and encouraging high schools to recognize graduates who have attained proficiency in speaking, writing and reading of one or more languages in addition to English.

In today's global economy, students who are bilingual are more competitive in the job market. "So many companies are now engaging in foreign trade and international exchanges that persons who possess bi-literacy skills will definitely have an edge, said Coto. He also stated that "This bill is an important first step in implementing the California Master Plan for Education which calls for high school students to graduate with literacy in two or more languages."

The establishment of a Bilingual Seal for the diploma is a step aimed at highlighting the importance of language skills and encouraging students to develop mastery of several languages and schools to offer more language programs. It also is intended to send an important message to everyone about honoring California's unique diversity and wealth of language resources.
