AB 35 – Green Buildings

Requires multiple state agencies to develop California green building standards and requires state buildings to be built to those standards.  AB 35 will also create reductions in green house gas emissions, increase resource conservation, and save the state money by reducing the cost of building operations.
Status: Vetoed by Governor

AB 385 – State Scientists pay criterion

In order to retain high quality state scientists, this bill would ensure all state scientists of equal training and experience in similar positions are compensated on the same pay scale.Status: Vetoed by Governor

AB 404 – Independent Expenditures

Seeks to bring transparency to election information by requiring election advertisements paid for by an independent expenditure committees to disclose that it was not released in coordination with a candidate or a committee controlled by a candidate for that race.
Status: Chapter 495, Statutes of 2007

AB 413 – Liquor License Notification

Proposed by a Portola Valley constituent, AB 413 ensures that residents are properly notified when there is an application for a liquor license in their neighborhood to allow timely public participation.

AB 468 – Abandoned Vehicles

Clarifies that money from the Abandoned Vehicle Abatement Program be used for the abatement, removal, or disposal of any abandoned vehicle.  This bill will ensure local governments are receiving their fair share of funds for vehicle removal.
Status: Chapter 389, Statutes of 2007

AB 493 – Clean Car Discount

Reduces harmful global warming and smog-forming pollution from cars and trucks by establishing an innovative program to make cleaner cars and trucks more affordable.  This program is a market-based solution that will provide one time rebates on purchases of new vehicles that are cleaner.  The rebates are funded by one-time surcharges on new vehicles with higher emissions of global warming pollution.  AB 493 is sponsored by the Union of Concerned Scientists (UCS) and strongly supported by major environmental and consumer groups.

AB 559 – Chloramine Study

Proposed by constituents – Calls for a study of chloramine, the chemical currently used to disinfect the Hetch Hetchy Water supply, which provides water to most Bay Area residents.  Despite its use for decades, there are no comprehensive studies on chloramine’s effect on humans.
Status: Assembly Appropriations Committee

AB 577 – Free Online Textbooks

Will save students money by increasing the availability of free online textbooks.  It establishes a 3-year pilot program at Foothill-DeAnza Community College to train community college instructors on how to utilize public domain resources, such as copyright expired textbooks.
Status: Senate Appropriations Committee 

AB 612 – Parent Alienation

Adds protections to prevent children from being placed with an abusive parent in child custody cases.  States that Personality tests used to determine parenting ability shall only be used in rare occasions and on request; the bill further states that non-scientific or unproven "syndromes" shall not be used to determine child custody.
Status: Senate Floor

AB 662 – Water Conservation

Seeks to improve the efficiency of water use in California by clarifying the Energy Commission’s authority to set efficiency standards for water appliances that are not preempted by federal law.
Status: Chapter 531, Statutes of 2007

AB 697 – Mid Peninsula Regional Open Space District

Makes technical changes to the Mid Peninsula Regional Open Space District’s operating guidelines to help improve their efficiency and fiscal operations.
Status: Senate Local Government Committee

AB 703 – Identity Theft

Protects and limits the use of social security numbers in a retail environment.
Status: Assembly Judiciary Committee

AB 828 – Wildlife Corridors

Requires the Dept of Fish & Game to identify the most essential wildlife corridors and habitat linkages in California, and make the information available to all other agencies and to the public.
Status: Vetoed by Governor

AB 833 – Toxic Release Inventory

Directs the California Environmental Protection Agency to create a California Toxics Release Inventory (TRI) now that the Bush Administration has greatly reduced federal TRI reporting requirements. TRI provides information relied upon by private citizens and community groups to keep informed about toxic polluters and releases near their homes and schools.

AB 931 – Local Law Enforcement and Corrections Impact Study

Assesses the impact on San Mateo County law enforcement and correctional agencies from the release of state prisoners if the federal courts deem state prisons can no longer accept new inmates.
Status: Assembly Public Safety Committee

AB 1100 – Cloned Meat and Milk Product Labeling

Requires the labeling of all cloned meat and milk products sold in the State of California.
The FDA reported in December 2006 that the meat and milk from cloned animals and their offspring are safe to eat and drink.  This bill will allow consumers to make the choice to avoid cloned food products.

AB 1157 – CPUC Oversight

Changes the method of choosing the president of the California Public Utilities Commission (CPUC) from gubernatorial designation to election by the commissioners themselves, a return to the method in law prior to 1999.  The second section of the bill clarifies and resolves what organizations and entities can claim expenses for intervening in matters before the CPUC, thereby adopting a more inclusive approach to public advocacy at the CPUC.

AB 1193 – Mercury Recycling

Makes manufacturers of mercury thermostats responsible for the safe disposition of waste thermostats containing mercury.  Mercury, a highly toxic substance, must be recycled in a system that is safe and convenient for consumers.

AB 1371 – Hazardous Material Enforcement

Gives the Department of Toxic Substances Control (DTSC) the statutory authority it needs to pursue civil and administrative enforcement cases against violators who store or treat hazardous wastes at facilities or locations they do not own.  If enacted, DTSC would possess its full spectrum of enforcement authorities to tailor the penalties to the level or type of violation, instead of requiring DTSC to pursue the violation only through criminal prosecution.
