AB 1337 – State buildings: green building standards

Establishes green building standards for the construction and renovation of state buildings.

Status: Vetoed by Governor

AB 1341 – California Pollution Control Financing Authority: grants and loans

(Committee on Environmental Safety and Toxic Materials)

Extends the sunset date from January 2007 to January 2012 for the California Pollution Control Financing Authority to provide grants and loans to cities and counties to assist in the development of programs to reduce pollution hazards and the degradation of the environment or to promote infill development to revitalize California communities. This measure also increases the amount of money available for the grants and loans under the program from $5,000,000 to $7,500,000 using existing and redirected funds.

AB 1365 – Greenhouse Gas Emission Levels

Establishes California Greenhouse Gas (GHG) emission reduction targets based on the goals set in the Kyoto Protocol in the Environmental Goals and Policy Report produced by the Governor’s Office of Planning and Research. Calls for reductions in GHG emissions of at least 7% by 2010 and 10% by 2020 based on the 1990 GHG emission levels.

AB 2022 – Product Safety – Portable Gasoline Containers

Requires the State Department of Health Services to adopt of regulations implementing child-resistance caps on all portable gasoline containers sold in California to protect children from accidents.

AB 2236 – Los Trancos County Water District

Removes the now-defunct Los Trancos County Water Agency from the Bay Area Water Supply and Conservation Agency and the San Francisco Bay Area Regional Water System Financing Authority.

AB 2289 – Bakery trays

Requires those in possession of a merchandise shell, milk case or milk crate to retain proof of purchase. In order to deter theft, requires recyclers to obtain proof of ownership before recycling the containers.

AB 2297 – Food Supply Protection Act of 2006

Fully funds the program to inspect and detect invasive plants, pests and diseases that threaten our environment and food supply at points of entry into California, such as SFO.

AB 2402 – Public Water Systems: treatment

Implements a study to identify and develop alternatives to chemical disinfectants, such as chloramines, in the water supply.

AB 2436 – Imprisonment: parole programs

Establishes a pilot program in East Palo Alto for non-violent parolees to assess individual needs with regards to education, housing and other essential services.

AB 2490 – California Toxic Release Inventory Program

Directs the California Environmental Protection Agency to create a California Toxics Release Inventory (TRI) now that the Bush Administration has proposed greatly reducing the federal TRI reporting requirements. TRI provides information relied upon by private citizens and community groups to keep informed about toxic polluters and releases near their homes and schools.

AB 2499 – Emergencies: State Computer Emergency Data Exchange

To better prepare for an emergency, requires California to maintain a database of all state resources needed in the event of an emergency.  The recent Congressional report on the Hurricane Katrina response by all levels of government uncovered poor planning and inadequate preparation.

AB 2515 – Water conservation: report

Requires the PUC to report on progress on mechanisms to encourage water conservation through its Water Action Plan

AB 2622 – Telecommunications: mobile telephony services

Requires providers of mobile telephony service to extend a minimum 30-day grace period to new customers during which the customer may rescind the agreement, without cost or penalty, if the customer finds that the service is unsatisfactory. Also requires providers of mobile telephony service to provide notice of these rights to consumers.

AB 2659 – Bay area regional water system: Capital improvement program

Prohibits state agencies from delaying the implementation of capital improvement projects to the bay area regional water system required by the Wholesale Regional Water System Se0506ity and Reliability Act.

AB 2791 – Vehicle emissions

Conducts a study to determine the feasibility of a Clean Vehicle Program, which would grant new car buyers a discount when purchasing vehicles that emit low amounts of greenhouse gas emissions or a surcharge for vehicles that emit a large amount of greenhouse gases.

AB 2823 – Air pollution: district compliance programs

Requires certain air quality districts to post a copy of a notice of violation of nuisance laws on it’s website within two days of the violation.

Status: Vetoed by Governor

AB 2824 – Air pollution: air toxics emissions inventory

Enhances internet access to air toxics emissions data.

AB 2825 – Schoolsites: hazardous emissions and substances

Requires school districts to identify proposed facilities that emit hazardous emissions or handle hazardous substances within a one-fourth mile radius of a proposed school site.

Status: Vetoed by Governor

AB 2826 – School facilities: site contamination

Requires that existing schools making specified significant structural additions undergo a safety assessment by the Department of Toxic Substances Control.  0506rently, newly proposed school sites must undergo this assessment, but existing schools, many of which may have been built on toxic sites, generally do not.  The purpose of this bill is to identify and remediate school sites that were built on or in close proximity to dangerous toxic materials and air contaminants

AB 2849 – Taxes: credits: solar energy systems

0506rent law grants a tax credit for the purchase and installation of solar energy systems until December 1, 2006. This bill would extend those provisions until December 1, 2011.

AB 2878 – Green Building Act of 2006

Requires the Secretary for Environmental Protection to adopt regulations by July 1, 2007, for the incorporation of sustainable building practices into capital outlay and building management processes.

AB 2892 – Tax havens

Closes a corporate tax loophole, limiting the ability of multinational corporations to use tax haven countries to exclude income from their water's-edge combined reports as a means of domestic tax avoidance.

AB 3038 – Community Conservation Corps

Clarifies the certification criteria for community conservation corps.
