Biography

AB 78 Fair Political Practices Account Interest
This bill would require interest earned in candidate controlled campaign accounts, established with a bank or another financial institution, to be used to help the FPPC mitigate costs associated with the impact on elections and government operations. It would help reduce fraud and discourage the various types of abuse of power that tend to occur due to lack of adequate regulation of money’s flowing into the hands of candidates and committees.

AB 81 Baby Safe Surrender
This bill would expand the California Safely Surrender Baby Law to allow a parent to surrender a child who is under 30 days old. It would also allow a fire district governing body in coordination with cities to designate safe surrender sites, utilizes existing funds to promote public awareness and establish a 1-800 number in multi-languages, as well as make competitive grants available for county social service agencies.  

AB 246PERS Retirement
This bill would prohibit anyone who sells investment products to any public retirement system in California from being a member of the board of retirement of a county operating a retirement system under the County Employees' Retirement Law of 1937 ('37 Act).

AB 527Energy Efficiency
This bill would ensure that newly developed technology is utilized, the Department of General Services (DGS), in partnership with the California Energy Commission (CEC), shall develop and adopt, by 2009, a state plan to implement energy efficient technology into state operated facilities. It would also establish the California Energy Efficient Technology Pooled Investment Fund that is continuously appropriated 3% of every agency's annual utility.

AB 529 Meyers-Milias-Brown Act
This act would amend Section 3507.1 of the Government Code, relating to public employment.

AB 574 HOT Lanes
This bill would remove the sunset date on the authority to administer High Occupancy Toll lanes in the Counties of Alameda and Santa Clara. 

AB 615 Disaster Preparedness
This bill would assist the state in developing an emergency response plan to address the needs of vulnerable populations, specifically those who are limited English speakers.

AB 617 Performance Bonds
This bill would allow for competitive bidding contracts for state IT projects.

AB 641 Fee Deferrals
This bill would require local governments to defer the payment of all local fees until the developer has received a certificate of occupancy, for any housing development in which at least 49% of the units are affordable to low and/or very low-income households.

AB 850 Special Ed-COLA
This bill would increase federal aid for special education use.

AB 918 Public Utilities
This bill would level the playing field between the telecommunications industry and other providers of communications services by removing an unnecessary delay in accessing capital market when rates and terms are favorable.  

AB 941 Mortgage Disclosure
This bill would require the Department of Real Estate to review the real property transaction disclosure process and report to the Legislature on how that process can be improved to ensure a consumer's ability to better understand the terms of the transaction.

AB 1052 Preschool Bilingual Teachers
This bill would establish a pilot program that awards grants to establish and maintain training and career ladder opportunities for teachers who provide preschool instruction to limited-English-proficient (LEP) children. 

AB 1112 Residential Wage Rates
This bill would require the Department of Industrial Relations (DIR) to regularly post on its Internet website the prevailing wage rates for residential projects that are determined after January 1, 2007.

AB 1195 Recycled Oil
This bill would ensure that all California used oil transported to facilities is handled, processed, and recycled under the most preferred environmental standards. It would also encourage the recycling of used oil into a motor lubricant by clearly defining "re-refined oil" and allowing the California Integrated Waste Board to promote its use. 

AB 1296  – CalPERS
This bill would require hospitals that contract with CalPERS to provide to the Board and CalPERS staff hospital claims payment data for each member, and contract payment amounts for services billed for each individual hospital.  

AB 1339 Problem Gambling
This bill would create the Pathological Gambling Advisory Board to work in conjunction with the established Office of Problem and Pathological Gambling to create a statewide strategic plan by January 1, 2009, for the prevention, intervention, treatment and research of problem and pathological gambling behaviors in California.

AB 1512 Foster Youth Health Care
This bill would ensure a smooth transfer of medical care for foster youth leaving a COHS county by requiring immediate disenrollment upon notice of the child’s new placement.
