AB 2010
In 2004, Assemblywoman Loni Hancock introduced Assembly Bill 2010, a comprehensive strategic plan to guarantee shelter and services to all victims of domestic violence in Alameda and Solano counties. The Assemblywoman provided an integrated approach to prevention, intervention and prosecution of family violence. By aligning objectives and activities, various sectors are now better able to address this ubiquitous and complex problem.
Formerly, state law prohibited counties from using domestic violence prevention funds to co-ordinate efforts of multiple county agencies. The fragmented system of social services, law enforcement, and crisis shelters was not empowered to identify and fix gaps in services.
AB 2010 increases the effectiveness of services through the co-ordination and oversight of existing intervention and remediation agencies. Through fees for copies of marriage, birth and death records, each county will generate close to $200,000 per year to fund the "Zero Tolerance for Domestic Violence" Act.
This new legislation helped create the Alameda County Family Justice Center in Downtown Oakland, where victims of domestic violence receive critical help in a convenient, welcoming environment. Victims of abuse no longer need to travel to various county agencies for assistance. The one-stop center provides free comprehensive services, including counseling, legal assistance, food, clothing and shelter.
