AB 16-Health Coverage: HPV Vaccination. –This bill requires health plans and insurers to cover the vaccination for human papillomavirus (HPV) if they arleady provide coverage for the treatment or surgery of cervical cancer and an annual cervical cancer screening test that is approved by the U.S. Food and Drug Administration upon the referral of a healthcare practitioner.

AB 30- Inborn Errors of Metabolism. –The bill requires health plans and health insurers to provide coverage for treatment of all inborn errors of metabolism (IEMs), which are genetic disorders in which the body is unable to break down certain proteins. Current law only requires coverage for one of 47 different IEMs. This bill ensures that special foods, formulas, and nutritional supplements will be available to infants needing treatment.

AB 429 - Lodging Privacy Safeguards. In some cities across California, under local ordinances, anyone can walk into a hotel and demand to see who is staying in a given room. AB 429 protects personal privacy and safety by prohibiting the disclosure of hotel guest information except for specific public safety needs.

AB 582 - Adoption Facilitators. This bill requires the Department of Social Services to establish and adopt regulations for a statewide enforcement process for adoption facilitators, or businesses that assist adoptive parents match with a birth mother who has decided to place her child for adoption. Establishing enforcement regulations and procedures will provide the oversight needed to protect prospective parents from adoption facilitators operating illegally.

AB 734 - Apprenticeship Programs Oversight. This bill provides oversight and accountability of new and existing apprenticeship programs by establishing basic guidelines for the approval or expansion of programs.

AB 926 - E-Discovery. The bill clarifies the time for production of electronic documents in civil discovery.

AB 1679 - Open Records. Existing law requires that records on paternity cases be held confidential other than in exceptional cases and upon order of the court. This bill repeals the current statute and allows all papers and records, other than the final judgment, to be accessed by the parties to the action, their attorneys, the agents of the party or attorneys acting under written authorization, or in exceptional cases and upon order of the court .

AB 1768 - Special Education: Due Process Hearings. The bill requires local education agencies to continue providing existing early intervention services for children with exceptional needs between the ages of three to five, inclusive, pending a due process hearing resolution involving an application for initial services for a child transitioning into a pre-school program.

AB 1898 - St. Helena Flood Project. This bill provides state certification of the Napa River Flood Protection and Estuary Restoration Project in order to establish eligibility for state funds ranging from 50 to 70 percent of project costs.

AB 1948 - Vallejo City Unified School District. The bill clarifies that the Education Audit Appeals Panel has discretion in allowing local education agencies to submit an appeal after the statutory deadline under extraordinary circumstances. This bill would also extend the time period for the district to sell surplus property and use it for the purpose of paying the state emergency loan.

AB 1949 - Court Operations Omnibus. The bill makes clarifying and technical changes to specific provisions of court operations.

AB 1964 - Non-Profits/Wine Industry. The bill increases from one to three the number of temporary alcohol licenses a non-profit can obtain each year from the Department of Alcoholic Beverages Control (ABC) to conduct wine dinner and wine auction fundraisers. It also allows non-profit organizations to temporarily store wine for up to 60 days leading up to events for which a temporary alcohol license is pending if certain conditions are met.

AB 1983 - REACH Registry. The bill directs the Department of Developmental Services to establish a registry of care providers with abusive histories and make the information available to the groups hiring caregivers. The bill also 1) requires employers to consult the registry prior to hiring a caregiver, 2) prohibits the hiring of any caregiver listed on the registry, and 3) requires employers of caregivers to report instances of substantiated abuse to the department for inclusion on the registry.

AB 2004 - Winery Picnic Areas. The bill updates the law to conform to current practices so that winery visitors can drink wine in the picnic area of a winery.

AB 2090 - Wine Education and Marketing. The bill creates a new special temporary on-sale wine license for wine grape commissions, regional wine grape grower associations, and professional organizations in the field of enology and viticulture. The license would allow these organizations to sell wine at wine tasting events designed to promote a particular agricultural region or as part of a class, seminar, or other educational event.

AB 2117 - Foster Youth: Psychotropic Medications. The bill establishes additional safeguards in the court approval process for psychotropic medications requests. Specifically, the bill would require that the child and his/her caregiver(s) are provided with information about the medication and that the effectiveness and side effects of the medications are carefully monitored and accompanied by therapy or other behavioral interventions as appropriate.

AB 2258 - County Fair Funding. The bill protects the funding for our county fairs originating from fees on the horseracing industry.

AB 2266 - Liquor Licenses for Napa Restaurants. This bill directs the state Department of Alcoholic Beverage Control to issue an additional 15 on-sale liquor licenses for restaurants in Napa County.

AB 2287 - Firefighter Benefits. This bill makes technical and clarifying changes to the definition of "surviving spouse" of a firefighter or peace officer.

AB 2379 - Revision to Sealed Records Appeals. The bill makes it easier to unseal court records that were improperly sealed in the first place. Sometimes the efforts of news media organizations to unseal public information take so long that, by the time documentation becomes unsealed, the information is no longer current. The bill also awards attorney's fees to the member of the public who sues to obtain public information provided the court rules that the disclosure served the public interest.

AB 2492 - California Transportation Commission (CTC) Review of Transportation Projects. Under current law, the CTC is authorized to request and review Department of Transportation (DOT) reports, which CTC determines the need for a special study. The bill states that the report the CTC is authorized to request and review include reports of private and public entities.

AB 2629 - Elevator Inspections. This bill permits man lifts that are installed and used in agricultural production, processing, and handling facilities to be inspected and maintained in accordance with specified standards by a competent person designated by the owner or operator of the facilities even if that person is not certified as a competent conveyance mechanic. Annual inspections required by statute still would be required to be performed by a certified competent conveyance mechanic.

AB 2849 -The Bee Bill. This bill will implement solutions to address the causes of honey bee colony collapse and other overall bee health issues.

AB 2923 -Public Hearings on Timber Harvest Plans. This bill deletes the requirement that only the county for which the Board of Forestry and Fire Protection has adopted additional rules and regulations regarding the context of timber harvesting plans and the conduct of timber operations are authorized to request a hearing.
