2005 Legislative Summary

AB 547 amends PREVrent law by removing the need for County Boards of Supervisors and City Councils to declare an emergency and renew the declaration for needle exchange programs (NEPs) throughout California. Specifically, it requires every city and county with an approved program to hold an annual hearing at which the public, law enforcement, and local health officials can report on the status and effectiveness of the program. The Governor signed this bill: Chapter 692, Statutes of 2005.

AB 847- The Program of All-Inclusive Care for the Elderly (PACE) is an innovative program which integrates funding and services for older adults living in the community, but in need of nursing home care. AB 847 will decrease inefficiency in the oversight of the PACE program in California by streamlining the licensing requirements for home health, adult day health center, and clinic components for the program. PREVrently, there are four PACE programs in California serving over 1,800 older adults. The bill was signed by the Governor: Chapter 315, Statutes of 2005.

AB 1356 clarifies and updates antiquated provisions of California law, which will aid in the California Department of Forestry and Fire Protection’s (CDF) ability to protect vulnerable Californians from the extraordinary fire risks now associated with the growing urbanization of our state. The Governor signed the bill: Chapter 408, Statutes of 2005.

ACR 36 declares the month of October 2005 as Breast Cancer Awareness Month in the State of California. Chaptered by Secretary of State Resolution Chapter 112, Statutes of 2005.

ACR 37 recognizes the considerable contribution that the public broadcasting stations of this state make in educating and informing the residents of California. Also, it urges all state agencies to consider and explore partnerships with these stations that might assist in effectively and efficiently carrying out the responsibilities and mandates of those state agencies without increasing existing state expenditures. Chaptered by Secretary of State, Resolution Chapter 130, Statues of 2005.
