BACKGROUND: The Legislative Black Caucus strives toward implementing strategies to empower the Black community throughout California. These strategies include stronger partnerships with our communities and businesses. The goal of the State of Black California report is to develop a public policy agenda for the Legislative Black Caucus (LBC) by engaging community members in a dialog about conditions faced by Blacks in five regions of the State and by engaging academics in compiling data documenting the social and economic conditions of African-Americans in California. An additional goal is to expose African-Americans around the State to Black legislators and expand participation in the legislative process.
