SACRAMENTO – In this week’s Democratic weekly radio address, Assembly Speaker Emeritus Fabian Núñez (D-Los Angeles) points to growing enthusiasm for AB 32, the bill he authored to combat global warming. But as the California Air Resources Board releases the law’s draft implementation plan, the Speaker Emeritus expresses concern over Republican obstructionism.

This is Fabian Núñez, Assembly Speaker Emeritus and the author of AB 32, California’s landmark law to reduce greenhouse gas emissions and combat the effects of global warming.

This has been a big week for AB 32.

First, a leading environmental entrepreneur and the head of the San Francisco Chamber of Commerce reported that AB 32 has been a key factor in bringing major clean technology investment into California. More than 50% than the year before.

Some projections are that the worldwide revenue from clean technologies could reach more than two hundred and fifty billion dollars within 10 years.  AB 32 helps to make sure California is well-positioned to be the leader on clean tech the way we are with high tech and bio tech.

Also this week a report by the Natural Resources Defense Council and Redefining Progress says that if implemented properly, AB 32 will help reduce cases of respiratory illnesses like asthma and bronchitis, improving the quality of life for thousands of Californians and reducing health care costs by as much as five billion dollars.

This is on top of the benefits to the state’s agriculture and tourism industries that come from blunting global warming by reducing greenhouse gas emissions in California to 1990 levels by the year 2020.

Finally this week the staff of the California Air Resources Board released their draft plan on the implementation of AB 32. 

Much of that draft is very preliminary and a lot of details still need to be filled in over the next six months. But there is reason for optimism from the road map the Air Resources Board has outlined, including an achievable, real world goal of reducing greenhouse gases by as much as 169 million metric tons by the year 2020.

I applaud the Air Resources Board for meeting this key deadline in the AB 32 implementation process. My colleagues and I in the Assembly will continue to work with them to make sure AB 32 is implemented in the strong way in which it was written. 

There are some on the fringes who deny that global warming is an issue and are looking for excuses to delay AB 32.  They even want to try and tie delaying AB 32 to the state budget. That’s irresponsible.

AB 32 makes sense for our economy, for our health and for our future.  We need to implement it right and we need to implement it now.

Qué tal, les saluda Fabian Núñez, Presidente Emérito de la Asamblea y autor de la AB 32,  la ley que esta sentando precedentes importantes en nuestra lucha para reducir las emisiones de gases de efecto invernadero y combatir los efectos del calentamiento global.

Esta ha sido una semana muy importante para la AB 32.

Primero, empresarios enfocados en proteger el medio ambiente y el  líder de la Cámara de Comercio de San Francisco reportaron que la AB 32 ha sido un factor fundamental para atraer inversiones importantes en tecnología verde a California.  Un aumento en este campo del 50 por ciento en comparación al año pasado.

Algunas proyecciones indican que los ingresos a nivel mundial, producto de la tecnología verde podrían llegar a 250 mil millones de dólares en los próximos 10 años. La AB 32 esta ayudando a posicionar a California como el líder en el campo de la tecnología verde, como ya lo es en alta tecnología y la tecnología biológica.

También esta semana, un reporte del Concilio para la Defensa de los Recursos Naturales y la Definición del Progreso indicó, que si es implementada apropiadamente, la AB 32 ayudará a disminuir los casos de enfermedades respiratorias como el asma y bronquitis, mejorando así la calidad de vida para miles de californianos y reduciendo también el costo de los cuidados médicos por unos cinco mil millones de dólares.

Todo esto además de los beneficios para el sector de la agricultura y el turismo en el estado, beneficios que llegan al luchar contra el calentamiento global y al reducir las emisiones de gases de efecto invernadero en California para el año 2020 a los niveles existentes en 1990.

Finalmente en esta semana, el personal de la Junta de Recursos del Aire de California hizo público un borrador de su plan para  implementar la AB 32.

Gran parte de este borrador es preliminar y muchos detalles aun están por definirse durante los próximos seis meses.  Existe razón para mantener el optimismo basado en lo que ha sido presentado en este borrador, incluyendo el objetivo real de disminuir los gases de efecto invernadero por 169 millones de toneladas para el año 2020.  Yo aplaudo a la Junta de Recursos del Aire por haber cumplido con este objetivo en la implementación de la AB 32. 

Mis colegas y yo en la Asamblea vamos a continuar trabajando para asegurar que la AB 32 es implementada en la forma decisiva y  fuerte en la que fue escrita.  

Hay algunas personas que a pesar de la evidencia insisten en negar que el calentamiento global es un problema y están buscando excusas para entorpecer el proceso delineado por la AB 32.  Ellos incluso quieren asociar la implementación de la ley AB 32 al proceso del presupuesto estatal.  Esto es algo verdaderamente irresponsable.

La AB 32 tiene sentido para nuestra economía, para nuestra salud pública y para nuestro futuro.  Necesitamos implementarla de la manera correcta y tenemos que hacerlo ahora.
