2003 Budget Priorities | 2004 Budget Priorities 2005 Legislative Priorities AB 172 (Chan) - Creates a voluntary, publicly-funded quality preschool-for-all program and recognizes the benefits and widespread need of quality pre-school for children, families, the state’s K-12 system, its economy and quality of life. Status: Senate Education Committee AB 680 (Chan) - Enhances opportunities for parental involvement in K-12 education by strengthening compliance with Education Code Section 48985, which requires school districts to translate notices and materials for parents into the primary languages of substantial English Language Learner populations. Status: Assembly Floor AB 772 (Chan) - Establishes the California Healthy Kids program, which would provide health insurance options for all uninsured children. Status: Vetoed by Governor AB 775 (Yee) - Prohibits entities that receive state funding from using children as interpreters for medical diagnosis and treatment. Status: Senate Judiciary Committee AB 800 (Yee) - Requires that hospitals and clinics include a patient’s principal language spoken on the patient’s record to make communication easier between hospital personnel and patients. Status: Signed by Governor AB 1015 (Chu) - Requires the Attorney General to keep a repository of raw data for all hate crime reports received from local police departments and sheriff’s offices. Status: Assembly Public Safety Committee AB 1113 (Yee) - Authorizes acupuncturists to diagnose within their scope of practice, thereby formalizing current practice and codifying decades of state legal opinions. Status: Vetoed by Governor AB 1114 (Yee) - Revises Business and Professions Code 4945 to increase the continuing education requirement for acupuncture license renewal from thirty hours to fifty hours over the two-year license period. This bill would also include a specific allocation of continuing education hours that will benefit public health and safety. Status: Signed by Governor AB 1115 (Yee) - Establishes the position and title of “acupuncture assistant” and prohibits an acupuncture assistant from carrying out duties or responsibilities specifically allocated to acupuncturists by virtue of their license and training.
