And while we are recognizing the value of cycling in California this May, the legislature in Sacramento will also be working on bills addressing today’s environmental problems. Just one example is AB 2971. This bill would increase safe bicycle and pedestrian paths throughout our cities and counties, helping Californians navigate their communities without cars and safely.

We have to position ourselves to compete globally for the high-paid, highly specialized jobs in these new fields. Germany and Japan have already usurped California's once leading position in solar and wind energy through targeted policies and initiatives. And Connecticut, Massachusetts, Texas, New Mexico, New York, New Jersey, Florida, and Pennsylvania all have proactive economic policies.

In the radio address Assemblymember Ruskin, Chair of the Assembly Budget Subcommittee on Environmental Resources, says tourism dollars flow into the state treasury because of California’s extraordinarily beautiful beaches and parks. In fact, Ruskin says, the state brings in $2.35 for every dollar it spends on parks and beaches. And, Ruskin says, “State parks and beaches have provided Californians and visitors from around the world the chance to enjoy breathtaking views they will remember for the rest of their lives.”
Proposed Education Budget Cuts Unacceptable

AB 9xxx sets a 6% severance tax on oil extracted from the ground or water in California and a 2% windfall profits tax on oil companies. The $1.2 billion revenue generated by closing these loopholes would go directly to ensuring that our schools can retain their teachers, and AB 9xxx prohibits using the tax as an excuse to raise prices. Global demand isn’t going away and extending the severance tax to one more state isn’t putting anybody out of business.
Proposed Education Budget Cuts Will Hurt California

These proposed cuts will cost California classrooms an average of $8-hundred per pupil, according to the California Budget Project. So while our children are being asked to give up computer and Internet access, music and sports programs, and support services they rely on, Assembly Republicans are protecting a tax loophole allowing owners of expensive yachts to avoid paying sales tax on their boats.

We must craft a budget that matches difficult, ongoing, cuts with new revenues. When we look to increase revenues we will be careful to ensure that we do not harm an already struggling economy, and instead raise revenues that help our economy rebound by allowing our schools to succeed, by enabling access to higher education, by avoiding cuts to infrastructure improvements, and by keeping the elderly and the poor fed and not forced onto the streets.
