Assemblymember Laird Addresses California's Emerging Water Crisis in this Week's Democratic Weekly Radio Address

SACRAMENTO – In this week’s Democratic weekly radio address, Assemblymember John Laird (D-Santa Cruz), chair of the Assembly Working Group on Water, provides an overview of legislative efforts to solve California’s emerging water crisis.

 This is Assemblymember John Laird, Chair of the Assembly Working Group on Water.

This week during the legislature’s ongoing special session, the California Assembly continued to move forward in addressing California’s looming water crisis.

We have a huge task ahead of us.

We’re pulling together many various pieces of a difficult puzzle to develop a responsible and achievable plan that will provide a safe, sufficient and sustainable water supply for every Californian.

Senate leader Don Perata and his team have been moving quickly to get water legislation into shape. We will work closely with them and I’m confident the same cooperative spirit that brought us last year’s historic infrastructure bonds will flourish again this year.

Since voters will also have to approve a new proposal, it’s important that all the t’s are crossed and i’s are dotted before a plan goes on the ballot.

The Assembly will base our actions on a set of principles we will use to properly vet all of the legislative proposals brought before us.

That will be true for the Governor’s plan, for Senate bills and for the legislation being finalized in the Assembly.

In articulating these principles the Assembly is seeking to ensure that anyone who shares in a solution also shares in the sacrifices necessary to bring that solution about.  In technical terms, everyone has to give something to get something.

And we think it’s important to consider whether some Californians are being asked to pay not only for all of their own water, but for their neighbor’s water as well. 

By reviewing the special session water legislation using these principles, we will help guarantee that the discussion is as thorough as the issue requires.

From cleaning water supplies currently not available to improving storage capabilities, to protecting the state’s vital Sacramento - San Joaquin Delta there are a lot of complex issues on the table – but as the Assembly works out the puzzle, all the pieces will be examined carefully to make sure there’s clean, reliable water at the tap.

LA LEGISLACION QUE LA ASAMBLEA VA A PRESENTAR REFLEJA LOS VALORES QUE ESTAMOS USANDO PARA APROPIADAMENTE DEBATIR TODAS LAS PROPUESTAS QUE NOS ESTAN SIENDO PRESENTADAS.

ESTOS PRINCIPIOS SON LOS QUE ESTAN DEFINIENDO LA LEGISLACION QUE ESTA SIENDO FINALIZADA EN LA ASAMBLEA.

AL DELINEAR ESTOS PRINCIPIOS, LA ASAMBLEA ESTA BUSCANDO ASEGURAR QUE TODOS LOS QUE TIENE IDEAS PARA RESOLVER EL PROBLEMA RECIBAN Y OTORGUEN ALGO PARA PODER ENCONTRAR LA SOLUCION.

TAMBIEN CREEMOS QUE ES IMPORTANTE CONSIDERAR SI ALGUNOS CALIFORNIANOS ESTAN VIENDOSE EN LA POSICION DE PAGAR NO SOLAMENTE POR SU CONSUMO DE AGUA SINO TAMBIEN POR EL CONSUMO DE SUS VECINOS.

AL EXAMINAR LA LEGISLACION RELACIONADA CON EL AGUA EN ESTA SESION ESPECIAL, VAMOS A PODER GARANTIZAR QUE LA DISCUSION ES AL NIVEL QUE LA SITUACION DEMANDA.

DESDE LA PURIFICACION DEL ABASTECIMIENTO DE AGUA QUE AL MOMENTO NO EXISTE, A MEJORAR EL ALMACENAMIENTO DE AGUA, HASTA LA PROTECCION DE MUY IMPORTANTE AREA DEL DELTA DEL VALLE DE SAN JOAQUIN Y SACRAMENTO, HAY UN SINUMERO DE TEMAS MUY DIFICLES EN LA MESA, PERO MIENTRAS LA ASAMBLEA TRATA DE ARMAR EL ROMPECABEZAS, INSISTO TODAS LAS PIEZAS DEBEN SER ANALIZADAS CUIDADOSAMENTE PARA CONSEGUIR NUESTRA META DE TENER AGUA PURA Y DE CONFIANZA EN LAS LLAVES.
